DUBLIN CITY BID RENEWAL - UPDATE

The Dublin City Business Improvement Districts (BIDS) Renewal Proposal was on public display from March 12th to April 16th inclusive and submissions were invited on this proposal from the public.

Section 129E(6) of the Local Government Business Improvement Districts Act 2006 states that the Rating Authority must prepare a report on the submissions (if any) made on the BID Renewal Proposal and make this report available for viewing by the public.

BIDS

• The key objectives of the Bids scheme is to develop and implement a series of new and additional initiatives designed to both further promote and improve the trading environment for the area within the BID boundary in which ratepayers operate their business. • It is also designed to improve the image of Dublin City Centre from a tourist perspective and improve the quality of life for residents and workers in the BID area.
  
• The role of the Local Authority is to facilitate schemes proposed by groups of ratepayers. We ensure the scheme is appropriate and we collect the money on behalf of the BID Company. 

Who pays the BID contribution?

• The person liable for the payment of the BID contribution levy is the person who is in occupation of the property on the date that the annual BID multiplier is determined. If the property is unoccupied on that date, the owner is liable.
  
• When a commercial property has been sold or assigned, the Rates Office should be notified in writing so as to ensure that any further BID levy bills are forwarded to the correct person.
  
• The levy is also payable by the owner if the property is unoccupied on the date the BID multiplier is determined.  

The following conditions apply in order to avail of this reduced rate (proofs required):

1. The owner was not occupying the property on the entry date.
   
2. No other person was entitled to occupy
   
3. Attempts were being made to let the proper
