Apply for an Affordable House

If you qualify for Affordable Housing, follow the steps below to join our Affordable Housing Panel. This is the first step to buying an affordable home. It costs €50 to join this scheme.

Note: An automated draw is used to decide who on the Affordable Housing Panel is offered the chance to buy a property.

Apply for a Home

Step 1: Complete the Affordable Housing Application Form

Complete only 1 of the following 2 forms, based on where you want to live.

1. Apply for an affordable home in Dublin City only

This application will only be processed by Dublin City Council.

2. Apply for an affordable home anywhere in Dublin city and county

This form means your application will be considered by:

  • Dublin City Council
  • Fingal County Council
  • South Dublin County Council
  • Dun Laoghaire/Rathdown County Council

Step 2: Return the form to us

Return the form to us at the address below.

Enclose a cheque, bank draft or postal order for €50 payable to ‘Dublin City Council’ with your application. Do not enclose cash.

Note: If you have already paid an application fee to Fingal, South Dublin or Dun Laoghaire/Rathdown County Councils, do not enclose another payment.

Step 3: We will then assess your application

We will contact you by post to tell you if your application has been accepted or rejected.

If you are accepted, your name is added to the Affordable Housing Panel.

Step 4: Select a property from the Affordable Housing Newsletter

If you are added to the Affordable Housing Panel, you will receive the Affordable Housing Newsletter at regular intervals.

This newsletter contains a list of all the properties we have for sale. From this list you can select the properties for which you wish to included in a draw (as below).

Note: Due to market conditions, most homes on this list are in apartment buildings not housing estates.

Step 5: A draw establishes if you can buy the property

An automated draw decides who on the Affordable Housing Panel is offered the chance to buy a property.

If your name is selected from the draw, you will be contacted by post within 7 days.

Alternatively, you can contact us at the address below to get the results of the latest draw.

Step 6: Apply for an Affordable Housing loan/mortgage

If you agree to buy a property from the draw, you must then get a mortgage or loan to proceed with the purchase.

To apply for a mortgage, contact any of the financial institutions listed below. These companies have agreed to provide loans for Affordable Housing applicants:

Note: Financial institutions vary in their loan criteria.

Step 7: Buy the property

As soon as you have a mortgage agreed, we will arrange with you to buy the property.
