If you have applied to us for a housing transfer and if your are currently living in circumstances that are extremely difficult, you can apply for a move under our 'Exceptional Social Grounds (ESG)' scheme.
Apply for inclusion in the ESG Scheme
To be considered for the ESG scheme, please follow these steps:
Step 1: Write a letter that describes your current circumstances
Explain why your circumstances are so difficult and why you believe they can only be improved by a change in your accommodation.
To qualify for ESG, your circumstances must match these criteria:
- Your circumstances must be ‘exceptional’. In other words, they must not be common and not be experienced by other people in the same area, street or housing block as you.
- Your circumstances must not already be covered by the ‘Scheme of Letting Priorities’. For instance, overcrowding is dealt with by the Scheme of Letting Priorities. Download and read the Scheme of Letting Priorities (PDF 170Kb)
- Your difficulties can only be relieved by a change in your accommodation.
Step 2: Get a letter or report from a professional
Include a letter or report from one or more independent professionals who knows your current circumstances at first hand. This might be a member of:
- An Garda Síochána
- Social worker
- Solicitor
- Psychologist
- Public representative, e.g. city councillor, TD or Senator
- Teacher
Step 3: Send us your letter
Post your letter (and any supporting documentation) to:

Mark your envelope “ESG Scheme”.
Reporting harassment
If you have been subject to harassment by another council tenant, you must report all these incidents directly to your local Area Housing Manager. These reports will form an important part of your application.
Step 5: We will consider your request
The Chief Welfare Officer will make a decision based on the letters and reports you have sent in.
