The Local Economic and Community Plan 2024-2029 is a framework designed to balance growth with sustainability. Read below to explore the six-year framework, our two-year implementation plan and the high-level goals for the city.

Dublin’s Local Economic and Community Plan (LECP) is a vision for a future-ready Dublin that balances growth with sustainability, inclusivity and resilience. It applies to 2024-2029 and covers many areas including health, wellbeing, inclusion, climate action, economic growth and education.  

This plan provides a comprehensive approach to tackling complex challenges while creating a city where all residents can thrive. Collaboration and partnership are at the core of the plan’s success, which brings together diverse perspectives and expertise from a wide range of participants.

How the Plan Was Developed

The plan was developed by: 

It is informed by research and evidence. The following groups were included in the process through interviews, workshops, surveys and written statements: 

  • Government agencies
  • The public
  • Elected representatives
  • Community groups
  • Education and training providers
  • The private sector

What Is in the Plan?

 The LECP has two parts: 

1. The Six-Year Framework

It includes: 

  • A vision for Dublin City Council for 2024-2029.
  • Key policies and strategies that influenced the plan’s development.
  • A socio-economic profile of the city.
  • An overview of the consultation process and a summary of key findings.
  • An analysis of the city’s strengths, challenges, opportunities and threats.
  • Six high-level goals (see below).
  • 18 corresponding objectives.
  • Desired outcomes to be achieved by 2029. 

2. A Two-Year Implementation Plan

The implementation plan is flexible and will be revised every two years. It includes: 

  • 53 actions and associated Key Performance Indicators to achieve goals and sustainable objectives.
  • Suggested owners of these actions.
  • High-level detail of the monitoring and evaluation approach.

What Are the Goals of the Plan?

The LECP’s high-level goals include: 

  1. Respond to the climate and biodiversity crises supporting targeted initiatives to reduce emissions, encourage renewable energy and restore the city’s biodiversity.
  2. Develop liveable and vibrant neighbourhoods with access to a diverse range of affordable, energy efficient and accessible accommodation types.
  3. Enhance health and wellbeing and address health inequalities throughout the city’s communities.
  4. Foster and nourish communities to be more sustainable, safe, caring, welcoming and inclusive.
  5. Strengthen and support Dublin’s thriving economy and enterprises through innovation, life-long learning and sustainable job creation.
  6. Champion and protect the city’s rich heritage, support cultural spaces and promote Dublin’s global reputation as a centre for arts and cultural excellence.
