Building Control Division

The Building Control Division is responsible for the following:

  • Monitors the Design and Construction of Building Works
  • Monitors the Marketing and Use of Construction Products
  • Seeks to secure Easy Access to Public Areas of the City, to the Built Environment and to Information and Services for People with Disabilities
  • Supports Local Access Groups
  • Monitors Temporary Structures at Events
  • Provides a Referencing Service for Buildings (Building Bye-Laws, Multi-Storey Certificates, Commencement Notices, Enforcement

What is a Commencement Notice?

A Commencement Notice is a notification to a Building Control Authority that a person intends to carry out either works or a material change of use to which the Building Regulations apply. 

A Commencement Notice is required for the following:

  • any works for which Planning Permission is required which comprise the erection, material alteration, extension or material change of use of a building
  • any works for which a Fire Safety Certificate is required
  • any material alteration (excluding minor works) of a shop, office or industrial building for which a Fire Safety Certificate is not required
  • A Commencement Notice is not required for works or a change of use which are exempted developments under the planning code.

How much notice am I required to give the Building Control Authority before I can start works?

  • A Commencement Notice must be submitted to the Building Control Authority no less than 14 and no more than 28 days before works start. 
  • A notice may be rejected if to little or too much notice is given.


What is the fee for lodging a Commencement Notice?

  • The fee for domestic building works/material alterations is €30
  • The fee for building works/material alterations for individual houses is €30 per house ( This applies to multiple houses covered by 1 Commencement Notice) e.g. construction of 2 houses fee = €60
  • For building works/material alteration to a shop, office or industrial building where covered by 1 or more fire safety certificates, the fee is €30 per fire safety certificate required.  If a fire safety certificate is not required in this instance the fee is €30
  • The maximum fee payable in respect of a Commencement Notice for multiple houses or buildings is €3800 

What are the regulations regarding the hours builders can work on private houses?

  •  The site and building works required to implement the development shall only be carried out between the hours of
                           Mondays to Fridays - 7.00am to  6.00pm
                           Saturday - 8.00 a.m.  to 2.00pm
                           Sundays and Public Holidays - No activity on site.
 
  • Deviation from these times will only be allowed in exceptional circumstances where prior written approval has been received from Dublin City Council. Such approval may be given subject to conditions pertaining to the particular circumstances being set by Dublin City Council.
