Dublin City Council is preparing a statutory Local Area Plan (LAP) for Park West- Cherry Orchard in accordance with the Dublin City Development Plan 2016-2022.

The LAP will guide how the area will develop over time, the types of development that will be encouraged and where these should be located. It identifies c. 46 ha of land available for development, capable of delivering over 2,000 new homes. The plan includes objectives relating to housing, density, public open space, car parking, infrastructure, heritage, community facilities and design standards. Dublin City Council and An Bord Pleanála will take the Plan into account when assessing future planning applications in the area.

A Draft LAP was published on the 11th June 2019 for a 6 week period of public consultation, up until Monday 22nd July 2016. During this period a total of 126 submissions were received. These submissions, along with the Chief Executive’s response and recommendation to same, have been presented to the elected members of the City Council for their consideration in a report, dated 30th August 2019, which can be viewed here:

It is proposed to bring the Draft Plan, along with the Chief Executives’ response to the public submissions, and response to issues raised by the Elected Members, to the City Council meeting scheduled for Monday 7th October 2019. 

Draft Park West – Cherry Orchard Local Area Plan

Dublin City Council published a Draft Local Area Plan and accompanying environmental reports, for Park West- Cherry Orchard on the 11th June 2019 for a 6 week period of public consultation, up until Monday 22nd July 2016.

Members of the public were invited to make submissions during this time.

Members of Dublin City Council staff were available locally on the following dates to discuss and explain the process for preparing a local area plan and to assist with any queries in relation to the Draft Plan:

Dates:  Tuesday 18th June, from 9.30-12.00 at the Orchard Centre, Cherry Orchard.

            Tuesday 18th June, from 1.00pm-2.30pm at Unit 11, The Plaza, Park West

            Tuesday 25th June, from 4.00pm-6.00pm at the Ballyfermot Civic Centre, Ballyfermot Road.

Pre-Draft Public Consultation Issues Paper

Prior to the publication of the Draft LAP, Dublin City Council published an Issues Paper on the 12th February 2018 for Park West-Cherry Orchard in order to stimulate public debate and to provide the public with an opportunity to identify the ‘issues’ of concern, prior to commencement of the preparation of the Draft Local Area Plan. Members of the public and statutory consultees were invited to make submissions up until 29th March 2018.

A series of public information sessions took place at the following locations and times:-

  • Monday 26th February: Orchard Community Development Centre, 14.00-15.30hrs
  • Wednesday, 7th March: Orchard Community Development Centre, 19.30 – 20.30hrs
  • Friday, 16th March:     Unit 11, The Plaza, Park West Business Park, 12.00 – 14.00hrs
  • Thursday 22nd March: Cherry Orchard Football Club, Elmdale, 18.30 - 20.00hrs
  • Saturday, 24th March: Cherry Orchard Equine Centre, 12.00 – 13.00hrs

Following this public consultation period, a report was prepared by the Chief Executive of Dublin City Council, summarising the issues raised. This was brought to the elected members of the City Council on the 11th June 2018, report No. 136/2018, where a motion was put and carried to commence the formal process of preparing a statutory Local Area Plan.
