Pre-Draft Public Consultation Issues Paper

Notice is hereby given, pursuant to Section 20 of the Planning and Development Act 2000 (as amended), that Dublin City Council is preparing a new Local Area Plan (LAP) for the Park West-Cherry Orchard area. The Park West-Cherry Orchard Local Area Plan will guide how the area will develop over time, the types of development that will be encouraged and where these should be located. The LAP will also look at things like how easy it is to travel around the area, the quality of public spaces and the design of future buildings.

Public consultation is an integral part of the Local Area Plan process. An issues paper has been prepared for Park West-Cherry Orchard in order to stimulate public debate and to provide the public with an opportunity to identify the ‘issues’ of concern, prior to commencement of the preparation of the Draft Local Area Plan. To assist this process, Dublin City Council is inviting submissions from the public on issues which the plan should address.

The issues paper is an early and important step in the process, and is undertaken before the preparation of the draft LAP to ensure that local issues are identified at an early stage and inform the preparation of the draft plan. The purpose of this paper is to pose a series of questions under a number of themes to prompt ideas on the types of issues that the plan should address.

Information

The Council is consulting with the local community now before a Draft Local Area Plan is prepared. You can help in preparing a Draft Local Area Plan for Park West-Cherry Orchard by making a submission or observations with your views between Monday 12th February 2018 and 5.00pm on Friday 16th March 2018.

An Issues Paper and information can be viewed at the Orchard Community Development Centre, Cherry Orchard Grove, Dublin 10, Ballyfermot Community Civic Centre, Ballyfermot Road, Dublin 10 and in the Atrium at Dublin City Council Offices, Wood Quay, Dublin 8, during public opening hours.

A series of public information sessions will be held at the following locations and times:-

  • Monday, 26th February
    Orchard Community Development Centre: 2.00-3.30pm
  • Friday, 2nd March
    Unit 11, The Plaza, Park West Business Park: 12.00-2.00pm
  • Saturday, 3rd March
    Cherry Orchard Football Club: 10.00-11.00am
    Cherry Orchard Equine Centre: 12.00-1.00pm
  • Wednesday, 7th March
    Orchard Community Development Centre: 7.30–8.30pm

Making a Submission

The public are encouraged to make a submission on issues that are important from their experiences and perspective and to use the Issues Paper document as a general guide.

Submissions and observations in relation to the Local Area Plan consultation can be made in writing to Dublin City Council until 5.00pm on Friday 16th March 2018 in the following ways:

All submissions and observations received within the above time limit will be taken into consideration during the preparation of the Draft Park West-Cherry Orchard Local Area Plan. Submissions and observations should state the name, address, and where relevant, the body represented. Children, or groups or associations representing the interests of children, are entitled to make submissions or observations.

A Draft Local Area Plan will be prepared for further consultation at a later stage and this will be accompanied by an Environmental Report prepared as part of a Strategic Environmental Assessment. The Draft Local Area Plan will also be subject to an Appropriate Assessment Screening under the Habitats Directive (92/43/EEC).
