The Phibsborough / Mountjoy Local Area Plan was adopted at the City Council Meeting of the 6th of October 2008.
The Local Area Plan seeks to address a broad range of planning and development issues impacting on the growth of Phibsborough as a designated Prime Urban Centre and its policy proposals are geared to secure the economic, social and physical regeneration of the area, and in particular to provide a structured approach to the development of high profile sites within the plan boundary.

In order to enable the redevelopment of the Key Development Sites for mixed-use development including community facilities, in accordance with the Local Area Plan strategy, changes to the land use zonings of the Dublin City Development Plan 2005 – 2011 were required. In addition, it was necessary to vary Section 14.11.0 of the Dublin City Development Plan 2005 – 2011, to include a Specific Objective to ensure that new development will be in accordance with the Local Area Plan.
