You need a valid Driving Licence or Learner Driving Permit to drive on public roads in Ireland. Driving Licences are issued in Dublin by Dublin City Council on behalf of RSA (Road Safety Authority), NDLS ( National Driver Licence Service). You must carry your driving licence with you at all times when driving in Ireland.
New Driver Licensing Rules from 19th January 2013
From January 19th 2013 new EU rules relating to the licensing of drivers of some vehicles were introduced. The changes mostly apply to new drivers taking out either a learner permit or a full licence for the first time. The most common licence held by Irish drivers is for a motorcar, a category B licence, and this is not going to change.
