Apply for a HGV permit to enter Dublin City

Heavy Goods Vehicles (HGVs) with 5+ axles are not permitted to enter a restricted area of Dublin City between 07.00 – 19.00
(7 days a week).

You can apply for a permit to enter this restricted area for 2 reasons:

  • To deliver or collect goods from a premises or construction site you can apply for a Load/Unload Permit.
  • To travel through the restricted area when you are not permitted to use the Port Tunnel (e.g. over-height, wide-load or restricted goods), you can apply for a Transit Permit.

Load/Unload permit

If you need to deliver to or collect from a premises or a construction site within the restricted area of Dublin city, you can apply for a Load/Unload permit.  This permit allows you to travel in the restricted area during restricted hours using a HGV with 5+ axles.

Load/unload permits can only be issued against premises that have been registered with Dublin City Council.

Daily permits cost of €8.00 each (one permit allows up to 5 deliveries/collections).

To apply for a permit, follow these steps:

Step 1:  Choose the locations where you intend to enter and exit the restricted area.

Download a map of the restricted zone of Dublin city centre and select an entry and exit point

Please note:

  • You cannot choose your own route into the city.   HGVs are confined to designated routes through main roads into the city centre and known orbital routes.
  • If your HGV is found in a location that is inconsistent with your destination, it will be viewed as a breach of the permit.
  • All road signs must be obeyed as normal, e.g. 3 ton limits etc.

Step 2:  Apply for a Load/Unload permit (available from www.hgv.ie).

You will need the following information:

  • Vehicle Registration Number of 5+ axle vehicle
  • Vehicle Registration Country

  • The name, address and email address of the applicant applying for the permit
  • The Road Freight Carriers Licence Number or a Community Authorisation License Number of the applicant applying for the permit

A Transit permit can be issued to vehicles that are not permitted to use the Port Tunnel.   You cannot choose your own route through the restricted zone. HGVs using a Transit Permit must travel along the East Wall Road and Alfie Byrne Road only.  No other route is permitted.

This includes:

  • Vehicles over 4.65 metres in height
  • Vehicles over 2.6 metres in width
  • Vehicles carrying restricted goods, e.g. dangerous chemicals
