To apply for a new connection to Dublin City Council’s water supply, please follow these steps:
Step 1: Complete a Water Services application form
Step 2: Return the completed form & ancillary data
Send the completed Water Services Application Form to the Staff Officer at the address below.
Please also enclose a map of the proposed location.
To ensure a speedy connection, please return the form as early as possible in the planning process.
Step 3: Submit a Water Conservation Plan
Before approval can be granted a ‘Water Conservation and Management Plan’ must be submitted to Planning and Asset Management Section at the address below.

Your plan must be in accordance with Dublin City Council Water Bye-Laws 2003
Step 3a: Connections of 100mm in size or greater
If your connection is of 100mm in size or greater, send a drawing of the proposed watermain to the Mainlaying Section. This is to ensure that the layout and details are in accordance with City Council standards.

Dublin City Council will install the connection to the public water pipe plus a meter and associated fittings. We also lay a service pipe as far as the boundary to your premises.
Step 4: Contact the Water Services Plumbing Inspectorate
All your proposed plumbing arrangements must be in compliance with the Water Division’s standards. These include:

Step 5: Return of charges & documentation
Once the internal plumbing has been approved by the Plumbing Inspectorate, the following forms will be sent to you:
- Charge Form: This form specifies the payment you must make to us in order for the connection to be built.
- Undertaking Form.
The completed Undertaking Form and payment must then be returned to this address:

This submission can be made either in person or by post.
Note: Payments will not be accepted at any other location.
The completed Undertaking Form and payment must also be accompanied by a letter from the Council Planning Department. This letter must confirm that all necessary development contributions have been paid. These charges include:
- Road opening licence fee (if applicable)
- Roadworks control licence fee (if applicable).
- All financial contributions due under the Planning and Development Act.
- A deposit representing one year’s charge for the supply of water and the discharge of waste water as estimated by Dublin City Council. (Note: This applies to non-domestic consumers only.)
Step 6: Approve the connection
As soon as all the above steps have been satisfactorily completed, a Water Supply Approval will be issued to you.
After you have received approval, please contact the Water Services Division (at the addresses below) at least three weeks before your connection is required. This is in order to schedule the work to be carried out.
