The City Council has recently adopted Bye-Laws to regulate the Storage, Presentation and Collection of Household & Commercial Waste.
The main provisions of the Bye-Laws are as follows:
Holders of waste must have their waste collected by an approved collector or disposed of at an approved facility.
Segregation of organic waste (Brown Bin) is required for holders of household & commercial waste.
Holder of waste and authorised waste collector for a household or commercial premises must be clearly identified from the waste container itself (includes bag collections).
Waste Collectors must offer Household and Commercial customers the same service frequency in the Central Commercial District.
If a customer has storage space restrictions the priority of bins is as follows, 1.Organic 2.General 3.Recylables.
Within the Central Commercial District (CCD) waste collection is only to take place between 7pm & 12pm on collection day. Waste is not to be presented for collection before 5pm.
Outside the CCD collections are only to take place between 6.00 am & 9.00 pm. This is restricted to 8.00 am to 8.00 pm at weekends and Bank Holidays. Waste is not to be presented for collection before 6pm on the day before collection.
Waste Operators will only be able to collect waste in defined areas on a designated day which can be determined by the City Council .
Provision is made for an on-the-spot fine of €75 for breaches of the Bye-Laws.
Engineering and Environment Strategic Policy Committee Meeting Thursday 21st November 2013 - Bye Laws for the Storage, Presentation and Collection of Household & Commercial Waste 2013 – Single Collection Day.
At it`s May 2013 meeting the City Council adopted Bye Laws for the Storage, Presentation and Collection of Household & Commercial Waste 2013. Bye Law 7,c, provides that Waste Collectors shall only collect household waste outside the Central Commercial District on a designated day. Designated Day is defined in the Bye Laws as ”such day or days of the week (including public holidays) as may be fixed from time to time by the Council for collection of household waste or commercial waste and different days may be designated for household waste and commercial waste and for collection within and outside the Central Commercial District.”
Following discussions with Representatives of the Waste Management Operators agreement has been reached with the Operators on Designated Collection Days for domestic premises as shown on the attached map. It is proposed to fix the Designated collection day for domestic premises as shown on the map below from Monday 3rd March 2014.
