Dublin City Council is pleased to announce an open call for artists/creative practitioners, cultural organisations, collectives, creative/cultural communities and neighbourhood communities/organisations to submit proposals to be part of Velo-city, International Cycling Conference, taking place in the Convention Centre Dublin from the 25th to 28th of June, 2019. This open call is for activities, performances, readings, workshops, showcase events (including photography and film), interactive art installations, etc. to take place in Dublin City as part of the Velo-city Conference. 

We welcome proposals which

  1. Maximise people’s engagement with cycling
  2. Support collaboration between different groups
  3. Are ambitious, innovative, and foster creativity 
  4. Have scope to attract new audience, including culturally diverse participants and audience and /or pay particular attention to the needs of those who may be currently underserved 
  5. Have a clear and feasible budget
  6. Show feasibility of completion by before 25th – 28th June 2019

 Proposal Submission

Proposals should be no more than two A4 pages of text and data with a maximum additional two A4 pages of images.  Proposals should clearly state:

  • Artistic concept and intentions
  • How the proposal relates to Dublin and Velo City
  • Intended process/nature of the art intervention
  • How the commission will be achieved. This should include an outline of known / anticipated technical issues and how it is intended to achieve these, including where relevant materials
  • Outline budget including:
  • Artist’s and team fees, development and production costs, exhibition / display / performance costs, insurances, etc, 
  • Total value of proposed commission

Supporting Documentation

In addition to the proposal artists/teams are required to provide:

  • Short biographies or C.V.s for the artist/team (to include all key members of the team if applicable)
  • Examples of previous work – a maximum of three relevant projects in PDF format


  • Four projects will be selected and will received a budget of €5,000.
  • Payment of any financial contribution, where agreed, will be made in April 2019.  
  • All projects must be completed by 28th June 2019.  
  • The project must have a public event or showing in Dublin City.  
  • Funding may be used to purchase materials / to engage an artist to create new work or processes / exhibition and workshops /  showcase or  performance of new work. All artists should be paid equitably for their work, time and preparation.  
  • Funding may not be used for competitions (entry or travel to). 
  • Funding provided by Velo City/Dublin City Council must be acknowledged in all publicity material associated with the work. Logos are available from Dublin City Council Arts Office

Closing date for receipt of completed proposals is Monday 1st April 2019 at 12noon

The purpose for processing the data you provide is for the selection of participants in the creation of activities, performances, readings, workshops, showcase events, interactive art installations, etc.  to take place as part of Velo-city 25th to 29th June 2019 across Dublin City. The information you provide will be accessed by staff of Dublin City Arts Office and invited external specialists and may be shared with relevant Dublin City Council staff. Your information will be retained for 6 years if successful and 1 year if unsuccessful with your application. This process is being undertaken in accordance with the Arts Act 2003.
If you do not furnish the personal data requested, Dublin City Council will not be able to process your application. You have the following rights, in certain circumstances and subject to applicable exemptions, in relation to your personal data:

  • the right to access the personal data that we hold about you, together with other information about our processing of that personal data
  • the right to require us to rectify any inaccuracies in your personal data
  • the right to require us to erase your personal data
  • the right to request that we no longer process your personal data for particular purposes
  • the right to object to our use of your personal data or the way in which we process it

Please note that to help protect your privacy; we take steps to verify your identity before granting access to personal data. All valid requests will be processed without undue delay and in any event within one month of receipt of the request. This period may be extended by up to two further months where necessary.
