Reminder: Dublin City Council Call for Partnership Development Opportunities for New Housing Delivery

Dublin City Council invites interested parties to participate in a Pre‑Market Consultation (PMC) in advance of a competitive dialogue process for delivering new housing in partnership with the private sector.

Developers and landowners will be invited to bring forward proposals that include a minimum of 100 social homes per site, ideally alongside options for cost rental, affordable purchase, and private housing. Participation is voluntary and non‑binding and will not influence any future procurement outcome. All submissions will be treated confidentially and used solely to inform the procurement approach.

Purpose of the PMC:

The consultation aims to:

  • Shape procurement strategy and documentation.
  • Assess market interest and capacity.
  • Gather feedback on the proposed delivery model, timelines, and risk approach.
  • Ensure a clear, proportionate and value‑focused procurement process.
