The Housing and Community Department is responsible for the management, maintenance and accumulation of public housing in Dublin City. We also source and allocate private houses through our Affordable Housing Initiative.

The department also has an enforcement role to ensure the quality of accommodation in the private rented sector meets a set of minimum standards.

Key Personnel

Brendan Kenny is Deputy Chief Executive of Dublin City Council and has specific management responsibility for Housing and Community Services.  He also has responsibility for the Dublin Fire Brigade and Emergency Services.

Tony Flynn, Executive Manager, has responsibility for the delivery of housing, which includes:

  • Provision of public housing
  • Construction/Acquisitions
  • Regeneration
  • Traveller Accommodation
  • Loans, Sales and Grants
  • Community and Social Development

Céline Reilly, Executive Manager, has responsibility for Housing Management, which includes:

  • Housing Allocations
  • Rents
  • Maintenance and Estate Management
  • Rental Accommodation & Leasing Schemes
  • Housing Assistance Payment Scheme (H.A.P.)

Eileen Gleeson is the Director of the Dublin Regional Homeless Executive (DRHE).  Dublin City Council, through the DHRE, is the lead local authority in the response to Homelessness in Dublin and adopts a shared service approach across South Dublin County Council, Fingal County Council and Dun Laoghaire/Rathdown County Council.
