The Housing and Community Department is responsible for the management, maintenance and accumulation of public housing in Dublin City. We also source and allocate private houses through our Affordable Housing Initiative.

The department also has an enforcement role to ensure the quality of accommodation in the private rented sector meets a set of minimum standards.

Key Personnel

Brendan Kenny - Deputy Chief Executive

Brendan has management responsibility for the Housing and Community Department, as well as the Dublin Fire Bridge/Emergency Ambulance Service. The Housing and Community Department is broken down into four sections:

  • Homeless
  • Community

Anthony Flynn - Executive Manager

Anthony has responsibility for Housing Supply and Management (of stock), Community and Social Development, and Quantity Surveyors. Housing Supply and Management (of stock) is broken down into:

  • Public Housing Provision
  • Construction Programme
  • Estate Management
  • Loans, Sales & Grants
  • Maintenance
  • Approved Housing Bodies
  • Acquisitions
  • Land Regeneration
  • Traveller Accommodation
  • RAS, HAP & Leasing
  • Rents

Eileen Gleeson – Director, Dublin Region Homeless Executive

Eileen has responsibility for Allocations, Welfare and the DRHE.
The DRHE is provided by Dublin City Council as the lead authority in the response to homelessness in Dublin and adopts a shared service approach across South Dublin, Fingal County Council and Dun Laoghaire Rathdown County Council.

Peter J. Finnegan - Executive Manager

Peter has responsibility for Housing Policy, Information Technology (I.T.), and Research. This includes:

  • Data Protection – New Legislation
  • Information Technology (I.T.)
  • Corporate Plan, Risk Register, Climate Change, etc.
  • Data Collection, Census Data
  • Housing Observatory
  • Freedom of Information
  • Health, Safety & Welfare
  • Public Procurement
  • Project Management
