About Housing and Community Services

This department is responsible for the provision, management and maintenance of social housing in Dublin city. It is also responsible for a range of community development services.

Key Senior Personnel:

Mick Mulhern – Assistant Chief Executive

Mick has overall management responsibility for the Council’s delivery of social and affordable homes, maintenance of Council homes and homelessness.

Ruth Dowling – Executive Manager

Areas of responsibility include Programme Management, Housing Strategy, Affordable Housing, Approved Housing Bodies, Part V, PPP, Rental Accommodation Scheme & Leasing.

Martin Donlon – Executive Manager

Housing Regeneration and Delivery of mixed tenure developments (Social, Cost Rental and Affordable Purchase).

Frank d'Arcy - Executive Manager

Frank has responsibility for Housing Operations and has oversight of a number of sections including: Rents Section, Loans and Grants, Croi Conaithe, Private Rented Inspections, Housing Maintenance, Planned Maintenance, Energy Efficiency Section, TAU, LTACC and Estate Management.

Mary Hayes – Director of Dublin Region Homeless Executive (DRHE)

Mary is the Dublin Regional Lead with responsibility for the co-ordination and administration of homeless services and has responsibility in DCC for the Allocations, HAP and Social Work sections of the housing department.

Andrew Devonport– City Architect

Ali has responsibility for architectural/design services for Dublin City Council.
