Lord Mayor and Minister for Housing, Local Government and Heritage mark the start of construction on 578 homes at An Droichead Órga

The Lord Mayor of Dublin, Councillor Ray McAdam and Minister for Housing, Local Government and Heritage, James Browne TD, today officially marked the start of construction at An Droichead Órga in Inchicore, Dublin 8. 

An Droichead Órga is a landmark Dublin City Council development by that will deliver 578 new homes in a mixed tenure scheme comprising 137 social homes and 441 cost rental homes, alongside significant community, and public amenities. 

Elliott Group have been appointed as the construction contractor for the residential element of the scheme, with an initial contract to deliver the first 478 homes, together with the creche, library and community hub. The residential development will be delivered across multiple apartment blocks and will include private communal areas for residents as well as shared public spaces.

The wider An Droichead Órga development will also provide additional neighbourhood amenities, including a supermarket, café and a number of smaller retail units, which will be delivered under a separate contract.

The homes at An Droichead Órga have been designed to the highest environmental and energy performance standards and will be Home Performance Index (HPI) certified and EU Taxonomy compliant, reflecting Dublin City Council’s commitment to sustainable, future‑focused housing delivery.

Speaking at the event, Lord Mayor of Dublin, Councillor Ray McAdam said ‘Today marks an important milestone for Inchicore and for Dublin City as a whole. The commencement of construction at An Droichead Órga represents years of collaboration, planning and engagement to realise a vision that places community, quality, and sustainability at its core.

This development will not only deliver much‑needed homes but will also provide vital social infrastructure that will support everyday life in the area. It reflects the strong partnership between Dublin City Council, local residents and delivery partners in shaping a place that meets both present and future needs. I look forward to returning here as this site transforms into a thriving, integrated neighbourhood that reflects the character and ambition of Dublin 8.’

Minister for Housing, Local Government and Heritage, James Browne TD, said ‘I am absolutely determined to address the housing challenges facing us. I understand the scale of the need, and this Government is responding.

There is unprecedented investment in social and cost rental homes. I want to ensure that people can build secure futures in homes they can afford.’

‘Under our new Housing Action Plan, ‘Delivering Homes, Building Communities’, we are working to deliver homes of all tenures to suit different people with different housing needs.

600 homes which will be provided here, and I know each one will have a massive impact for the families and individuals who will live here. That is what our work is all about and I am driving on with it to get home delivery going at the pace and scale we badly need.’

Richard Shakespeare, Chief Executive of Dublin City Council, said ‘The start of construction at An Droichead Órga is a significant moment for housing delivery in Dublin city. This development demonstrates how large‑scale, mixed‑tenure schemes can be successfully delivered on public land, providing high‑quality homes alongside essential community facilities.

It reflects the Council’s strategic and sustained approach to increasing housing supply, while ensuring developments are designed to a high standard and integrated into their surrounding communities. An Droichead Órga will deliver high‑quality homes that respond to real housing need in Dublin 8, while also supporting social inclusion through the delivery of community infrastructure.

This development illustrates the value of long‑term planning, collaboration and commitment across elected members, Council officials, and the project team. I welcome this important step forward and look forward to seeing the benefits it will bring to the local community.’
