Dublin’s new Local Economic and Community Plan (LECP) is a vision for a future-ready Dublin that balances growth with sustainability, inclusivity, and resilience. It applies to 2024-2029 and covers many areas including health, wellbeing, inclusion, climate action, economic growth, and education.
This plan provides a comprehensive approach to tackling complex challenges while creating a city where all residents can thrive. Collaboration and partnership are at the core of the plan’s success, which brings together diverse perspectives and expertise from a wide range of participants.
How Was the Plan Developed?
The plan was developed by:
- Dublin City Council
- The Local Community Development Committees
- The Economic Development
- The Enterprise Strategic Policy Committee (SPC)
It is informed by research and evidence. The following groups were included in the process through interviews, workshops, surveys and written statements:
- government agencies
- the public
- elected representatives
- community groups
- education and training providers
- the private sector
What Is in the Plan?
The LECP has two parts:
1. The Six-Year Framework
It includes:
- a vision for DCC for 2024-2029
- key policies and strategies that influenced the plan’s development
- a socio-economic profile of the City
- an overview of the consultation process and summary of key findings
- an analysis of the City’s strengths, challenges, opportunities and threats
- six high-level goals
- 18 corresponding sustainable objectives
- desired outcomes to be achieved by 2029
2. A Two-Year Implementation Plan
The implementation plan is flexible and will be revised every 2 years. It includes:
- 53 actions and associated KPIs to achieve goals and sustainable objectives
- suggested owners
- a high-level detail of the monitoring and evaluation approach
What Are the Goals of the Plan?
The LECP’s high-level goals include:
- Respond to the climate and biodiversity crises supporting targeted initiatives to reduce emissions, encourage renewable energy and restore the City’s biodiversity.
- Develop liveable and vibrant neighbourhoods and places with access to a diverse range of affordable, energy efficient and accessible accommodation types.
- Enhance health and wellbeing, addressing health inequalities, including social, mental and physical, throughout all of the City’s communities.
- Foster and nourish the City’s communities to become more sustainable, thriving, safe, caring, welcoming, and inclusive.
- Strengthen and support Dublin’s thriving economy & enterprises through innovation, life-long learning and sustainable job creation.
- Champion and protect the City’s rich heritage, support cultural spaces and promote Dublin’s global reputation as a centre for arts and cultural excellence.
