Construction Product Regulations

Building Control performs checks and monitoring to ensure construction materials comply with the EU Construction Product Regulations.

Construction Product Regulations are European Union rules that apply to building materials like bricks, concrete, insulation and windows. 

These regulations ensure that reliable and consistent information is available about how construction products perform. This allows builders, designers and consumers to compare products and choose those suitable for their needs. 

Since 1 July 2013, construction products covered by European standards must have: 

  • a CE mark
  • a Declaration of Performance 

The CE mark shows that the product has been assessed using a common European method. The Declaration of Performance provides information about how the product performs, for example in terms of strength, durability or fire resistance.

Building Control

Dublin City Council, as a Building Control Authority, is responsible for helping to ensure that these regulations are followed.

Our role includes: 

  • Monitoring construction products on the market.
  • Checking that CE markings and documentation are in place.
  • Investigating potential non-compliance.

Authorised Officers carry out inspections and request information to support enforcement of the regulations.
