Apply for a Disability Access Certificate

A Disability Access Certificate is needed for new buildings and some extension and alteration projects. Find out how to apply for one using the Building Control Management System.

A Disability Access Certificate (DAC) states that the proposed design for a construction project meets accessibility and access requirements.

Builders and developers must apply for a DAC for:

  • new buildings
  • some extensions of existing buildings
  • some alterations of existing buildings

A DAC is not required for private dwellings, but is required for: 

  • apartment blocks
  • day centres
  • hotels and hostels
  • institutional buildings
  • places of assembly
  • shopping centres

Accessibility Requirements

Part M of the Building Control Regulations provides information on what must be done to make sure buildings are accessible and usable by everyone, including people with disabilities. It mandates safe, independent access to, into, and within buildings, including sanitary facilities and parking.

Apply For a Disability Access Certificate

You can apply for the following certificates through the Building Control Management System (BCMS): 

  • Disability Access Certificates
  • Revised Disability Access Certificates
  • Dispensation/Relaxation 

You will need to: 

  1. Register or login to a BCMS account.
  2. Submit an application.
  3. Make a payment of €800 per building.

It is considered good practice to apply for a DAC and a Fire Safety Certificate before submitting a Commencement Notice. This ensures that the DAC and any conditions are understood before work begins.

Technically a DAC is not required before work begins, but this can lead to expensive remedial work if the building does not comply with the requirements set out in Part M. 

It can take up to 8 weeks, or longer if agreed between the applicant and the Building Control Authority.
