Domestic Ground Rents
Some homeowners pay domestic ground rent to lease the land where their house was built. If you pay ground rent to Dublin City Council, you can purchase it so that you own the land outright.
If you have the ‘leasehold interest’ on your property, then you own the building but not the land it is on. This means your ownership is for a fixed number of years and you should pay ground rent to your landlord.
If you are paying ground rent to Dublin City Council, this means that Dublin City Council gave a lease of the land to the purchaser when the house was originally purchased (usually for 150 years). This included the condition that the homeowner must pay rent twice a year to Dublin City Council.
Purchasing Ground Rent
If you currently pay ground rent to Dublin City Council, you can purchase it so that you own the land outright. If you buy out the lease you will own the land forever and you will not need to pay any more ground rent bills. Purchasing the ground rent also makes it easier to sell your property as you won’t need Dublin City Council to transfer your leasehold interest to the new owner.
To purchase your ground rent, you must:
- complete and sign the application form.
- provide evidence that you own the property.
- include the appropriate purchase price.

If you are the original owner of the house, you must provide a copy of your lease or transfer order.
If you are not the original owner, you must provide a copy of the original lease and a copy of the assignment transferring the property into your name.
Alternatively, you can supply a land registry folio showing your lease details and ownership.
The purchase price is seven times your annual rent, plus any arrears you owe.

If the property is part of our guarantee scheme, there is also a land registry fee (€135) and an administration fee (€30.39). This adds up to €165.39 to the cost of the purchase. These fees cover the legal process required to release the lease.
Payment may be made by cheque, postal order or by credit card payable to Dublin City Council.
A land registry folio will be included in your property’s title deeds. This is usually held by your bank or mortgage lender. If your mortgage has been cleared, either you or your solicitor will have the title deeds.
If you require a land registry folio, contact the Property Registration Authority.
After you send payment, you will be sent a land registry application form (form A) and a completed form C. You must complete form A and return it, along with form C, to the Property Registration Authority as soon as possible. The transaction will remain unregistered until these forms are received.
If your property is under our guarantee scheme, the information will be sent to our law department who will prepare the necessary legal documents. Dublin City Council will then lodge this information with the land registry.
