Development Framework Plans

Development Framework Plans guide the development of large and important sites throughout the city. Find our current plans below.

Development Framework Plans have a strong focus on urban design and provide detailed guidance on how new neighbourhoods should be structured. They cover:

  • Access and movement
  • Built form
  • Land use
  • Open space
  • Other relevant issues

A number of these plans relate to Strategic Development and Regeneration Areas, for which the principles for development are set out in the Dublin City Development Plan.

The Whitehall Framework Plan

This plan for the former Port Tunnel Depot and adjacent lands was first published in November 2008. Developments on the land are still under construction, including Hartfield Place Social Housing Development.

St. Teresa's Gardens and Environs Development Framework

This plan for lands of 11.65 hectares off the South Circular Road, Donore Avenue, Cork Street and Rehoboth Place in the Dublin South Central area was published in June 2017.

St. Teresa's Gardens and Environs is a Strategic Development and Regeneration Area in the current Dublin City Development Plan.

A Vision for Dublin Bay

This study was intended to be the first stage of a strategic framework plan for the Dublin Bay area. Published in 2007, it acts as a supporting document to guide development in the area.
