The Irish Government mentioned the DDHS project in the National Development Plan 2040 which was published in February 2018, included in that Plan was the establishment of the Climate Action Fund (CAF).  In November 2018 it was announced that the Project was successful in achieving an allocation of up to €20 million for the DDHS.  We are currently working through the validation stage of this process with the Department on a number of items.

Investment to date

DCC has already invested in elements of a district heating network in Dublin in a number of locations. (see photos)

  • Under the river Liffey
  • Under the LUAS on Mayor Street Upper
  • Under the road beside the 3 Arena (Point Theatre) off North Wall Quay

Where do we go from here?

The National Development Finance Agency (NDFA), Codema, and recently engaged Legal Advisors are supporting the project team with preparation of documents for the procurement of a JV project partner.  A Technical Advisor is being procured to support DCC with this procurement, and with the completion of the planning and licensing for the project as well as providing technical district heating and design services. 

Current on-going works

Preliminary design is currently being carried out on the district heating network, building on this detailed design is also being carried out for the ‘Irish Glass Bottle’ and ‘Fabrizia’ sites within the Poolbeg West Strategic Development Zone, to help ensure these sites are district heating ready.

In order to inform this design some Site Investigation (SI) is to be carried out in the area, to provide suitable geotechnical data and specific information on items such as the location of existing underground services.  Below is a report presented to the South East Area Committee on the 11th of May 2020 with maps of their locations.

Technical Details for Developers

This document outlines technical specifications which can be used as a basis for compliance with the planning condition for district heating-enablement. These specifications provide a guide to the installation requirements of all developments, including the particular standards to be adhered to.
