Chapelizod Road and Conyngham Road Active Travel Scheme

This new scheme will provide 3.1km of improved walking and cycling facilities along Chapelizod Road and Conyngham Road. It is currently in the Statutory Processes and Public Consultation  phase. 

Public consultation for this scheme was held from 20th February – 20th March 2026.  A Public Consultation Report is being produced which will be published on this webpage. 

The scheme commences on the outskirts of Chapelizod Village at the junction of Main Street and Chapelizod Road. It continues on Chapelizod Road passing through the South Circular Road Junction, which will be fully upgraded as part of the works. The route progresses along Conyngham Road, finishing at the junction of Chesterfield Avenue and Conyngham Road. At this point, the scheme will connect with the Chesterfield Avenue Active Travel Scheme and Liffey Cycle Route.

Key Features

This scheme will provide the following key changes:

  • New two-way protected cycle track along Chapelizod Road and Conyngham Road
  • Footpath improvements including localised footpath widening
  • New and upgraded signalised pedestrian and cyclist crossings
  • Full upgrade of the South Circular Road and Chapelizod Road junction
  • Upgrades to bus stops including introduction of new island bus stops
  • New bike stands
  • Landscaping and greening measures

This scheme will connect communities along this route, link Chapelizod Village to the city centre via the Liffey Cycle Route, and improve access to amenities such as the Phoenix Park and War Memorial Gardens.

This scheme will improve the look and feel of the area and make it easier and safer to walk, wheel, cycle or use public transport.  

It will connect communities along this route, link Chapelizod Village to the city centre via the Liffey Cycle Route and improve access to amenities such as the Phoenix Park and War Memorial Gardens. 

This scheme forms part of Dublin City Council’s overall 314km Active Travel Network, which aims to transform the way people travel in the city to achieve multiple benefits including: 

  • Reduced pollution and carbon emissions.
  • Improved physical and mental health and wellbeing.
  • More connected communities.
  • More pleasant environments.
  • Stimulated local business activity. 

This is a busy route with a lot of amenities, and the aim of this scheme is to make it easier, safer and more pleasant for people to walk, wheel, cycle or use public transport. 

It is our intention to deliver this scheme under Section 38 of the Road Traffic Act 1994. This means that the scheme does not require approval from An Bord Pleanála.  

Dublin City Council is holding a non-statutory public consultation for a four-week period (30th February – 20th March 2026) to gather feedback from the public on the scheme proposal.

Dublin City Council consults with the public about all new schemes. It is important for us to gather the opinions and knowledge of the people who live and work in the local area. This is to ensure that each scheme meets the needs of those who are most affected by it.  

We held a non-statutory public consultation for this scheme from 20th February – 20th March 2026 to hear people’s views and get their opinions. We are reviewing all feedback and will develop our designs further if required. A Public Consultation Report will be published on this webpage.  

During the public consultation, people were invited to make a submission in one of three ways:  

  • fill out a questionnaire on our online consultation platform
  • email us at [email protected] with the subject line Chapelizod Road and Conyngham Road Active Travel Scheme
  • send feedback by post to: Active Travel Programme Office, Dublin City Council, Cavendish House, Block D, Arran Court, Arran Quay, D07 H5CH. 

We also held two public information events as follows: 

  • Monday 2nd March, 4-6.45pm, 139th Chapelizod Scout Hall, D20 YV26
  • Tuesday 10th March, 4-7pm, Ashling Hotel, D08 P38

In addition, Dublin City Council conducted a separate process for consulting with Disabled Persons’ Organisations / Disabled Persons’ Representative Organisations (DPOs/DPROs). 

This scheme is being funded by the National Transport Authority. 

To enable this scheme, there will be changes to parking. Time-plated parking will be removed from Conyngham Road, while new parking spaces will be provided at Long Meadows Sports Ground.  

  • 44 of the existing on-street Pay and Display and informal car parking spaces between Chesterfield Avenue and the South Circular Road junction will be removed. 
  • 19 new car parking spaces, one disabled parking space and a bike parking area on Chapelizod Road beside Long Meadows Sports Ground will be introduced. 

No trees are proposed to be removed. An arborist has been appointed, and they have completed a tree survey to assess the possible impacts. The arborist will also develop a tree protection plan as the design progresses to ensure protective measures are in place during construction. 

It is proposed to provide additional greening on the scheme such as low-level planting between the cycle track and carriageway and other suitable locations. Several locations have been identified on the drawings where such potential greening could be located. Further analysis of these locations as well as selecting suitable planting will be carried out during detailed design.
