Waste Shipment Regulation

Regulation (EC) No 1013/2006 (Waste Shipment Regulation – WSR) is the primary piece of European legislation that governs the shipment of waste from, to and through Ireland.  It contains the rules to abide by when shipping either amber or green list waste including details of the notification procedure and restrictions on certain types of waste, depending on the waste type and destination.  It incorporates two international agreements, namely the Basel Convention and the OECD Decision. 

The Annexes to the WSR contain templates for waste shipment documents (Annex IA, IB and VII) and the various sets of waste classification codes that are required to be completed (Annex III – V).  A consolidated version of the WSR can be found at the following link:
