BIM at Dublin City Council
Dublin City Council is implementing BIM across its capital programme and assets operations in line with its Digital Transformation Strategy and the National BIM Council's roadmap. This means that anyone responding to a Dublin City Council tender must meet certain requirements and include specific documentation in their responses.
This move is driven by national requirements, organisational priorities and the scale of our capital programme investment pipeline, which stands at just under €3.9 billion for 2026-2028.
By implementing BIM, we aim to improve co-ordination, prevent cost overruns and deliver efficient and resilient infrastructure. In the long-term, it will also improve asset performance and assist Dublin Fire Brigade in its incident responses.
Doing Business with Dublin City Council
BIM will benefit a wide range of stakeholders in the design, planning and construction stages of a project thanks to improved communications, transparency and decision-making.
Dublin City Council follows ISO 19650 - the international standard for managing information over the lifecycle of a built asset using BIM. It sets out the principles and processes for managing this information from initial concept through to construction and operation.
This means our contractors, consultants and designers must use a Common Data Environment (CDE) for all BIM project data. All models, documents and data must be securely shared among all stakeholders. Document libraries must be organised by the ISO 19650 lifecycle, including:
- Organizational Information Requirements (OIR)
- Asset Information Requirements (AIR)
- Project Information Requirements (PIR)
- Exchange Information Requirements (EIR)

Standards and Requirements
BIM requirements have been integrated into the Government's Capital Works Management Framework (CWMF) tender templates and guidance since 2024. Going forward, Dublin City Council tenders and contracts will need to specify BIM deliverables, such as BIM Execution Plans, model deliverables at different project stages and the use of CDE protocols for standardised information exchange.
We will increasingly cite these requirements in procurement. To assist with applications, we will be providing BIM templates and standards. As they are made available, they will be published below.
