Social Inclusion and Community Activation Programme (SICAP) 2024 – 2028

The Social Inclusion and Community Activation Programme (SICAP) 2024-2028 is an initiative aimed at driving real change for individuals and communities facing poverty and social exclusion. By focusing on local engagement and creating strong partnerships between disadvantaged people, community organizations, and public sector agencies, SICAP empowers communities to take charge of their own development.

Administered by Pobal, SICAP 2024-2028 is co-funded by the Irish Government through the Department of Rural and Community Development and the European Social Fund Plus under the Employment, Inclusion, Skills, and Training (EIST) Programme 2021-2027.

SICAP targets those who are most disadvantaged—individuals and communities that may struggle to access mainstream services. Through a holistic approach, SICAP not only provides direct support to beneficiaries but also connects them to a wide range of essential services by engaging with marginalized communities and collaborating with service providers.

SICAP is managed locally by 33 Local Community Development Committees (LCDCs) with support from Local Authorities. Programme actions are delivered by Programme Implementers across 53 Contract Areas/Lots.
