Public Consultation Opens on Donore Project Phase 2

The Land Development Agency (LDA), in partnership with Dublin City Council (DCC), has today launched a public consultation on Phase 2 of the Donore Project—an important next step in the regeneration of Dublin’s South Inner City.

Building on the momentum of the first phase, currently under construction and delivering 542 new homes, Phase 2 will deliver approximately 124 new affordable and Social homes alongside significant new community infrastructure, including a full-size GAA championship-sized pitch and public park amenities.

The Donore Project, located on the former St. Teresa’s Gardens site off Donore Avenue, is one of the most significant residential developments underway in Dublin 8. The initial phases will deliver 542 new homes — comprising Cost Rental and Social housing — alongside a crèche, community spaces, café/retail unit, mobility hub, and a new home for Donore Boxing Club. Construction is progressing well, with first homes expected in early 2027.

Phase 2 represents a critical continuation of this vision, completing the development of DCC-owned lands and further embedding a sustainable, connected and vibrant community. In addition to new homes, the plans include:

  • A GAA championship-size pitch (130m x 80m) with full run-off area;
  • A new public park, including play areas for children and teenagers;  
  • Outdoor exercise and recreation facilities; as well as
  • Multi-use open space and improved pedestrian routes designed for accessibility and safety. 

The delivery of the playing pitch is a particularly significant element of the proposal, addressing a long-standing gap in local sports infrastructure and supporting healthier, more active communities in the South West Inner City.

The Donore Project forms part of a wider masterplan encompassing adjacent lands, including the former Player Wills and Bailey Gibson sites, and reflects a shared commitment among landowners to the regeneration and integration of the area into the wider city.

DCC is committed to delivering high‑quality community and sports facilities across the city, and what is being proposed here will be a significant addition that will greatly benefit the local community.

Lord Mayor of Dublin, Councillor Ray McAdam, said:‘The Council is progressing the delivery of community and sports facilities across the city, including those proposed as part of Phase Two of the Donore Project. The public consultation sets out the details of these proposals and is a great opportunity for people to help deliver what the community needs.’

Director of Development at The Land Development Agency, Phelim O’Neill, said, ‘The Donore Project is an opportunity to develop a vibrant and sustainable, urban, residential neighbourhood that is well connected and supports the existing and future community.

‘The provision of excellent sporting and leisure amenities is particularly exciting. This is an area that is craving high quality facilities to serve its younger population and give them a platform to train, exercise and have fun.

Councillor Deirdre Heney, Chairperson of the Housing and Social Inclusion SPC said‘The proposed Phase Two of the Donore Project includes housing alongside much needed community and sports facilities to support the area. The consultation process provides an opportunity to review the plans and make submissions to help shape the city.’

I know the local community has been seeking new sports and community facilities and it’s fantastic that we are in a position now to provide these.’

About the Land Development Agency

The Land Development Agency (LDA) is the State’s affordable housing delivery body.  Its main role is to acquire and develop State and other land to deliver affordable homes to address the country’s housing need.

The Agency has commenced construction on various state sourced and privately acquired land and has a delivery pipeline in excess of 25,000 homes through its direct delivery and homebuilder partnership channels.
