Dublin City Council Announces Approval of Significant HIIF Funding to Support Delivery of Over 2,200 Homes

Published on 17th June 2026

Dublin City Council is pleased to announce they have been approved for significant funding from Department of Housing, Local Government and Heritage through the Housing Infrastructure Investment Fund (HIIF) programme. The HIIF programme is aimed at unlocking housing development and accelerating the delivery of much-needed homes across the country. This investment from the state reflects a strong commitment to addressing housing demand and supporting sustainable community growth within the Council’s administrative area.

Under this funding stream, three key Council projects will benefit, enabling critical infrastructure to progress. The City Councils housing project at Donore Avenue will receive funding of just over €20 million, and our affordable housing projects at Balbutcher/Sillogue and at Cherry Orchard will each receive allocations of just under €10 million. Collectively, these investments will play a pivotal role in facilitating the direct delivery of over 2,200 new homes and also enhancing the overall capacity for further residential development.

The funding will support the delivery of essential enabling infrastructure required to bring forward housing development at each of the identified sites. This includes the construction of link roads and access roads to open up lands for residential use, alongside the provision of Sustainable Drainage Systems (SuDS) to ensure environmentally responsible water management and long-term resilience.

In addition, the investment will facilitate the development of high-quality active travel infrastructure, promoting safer and more sustainable walking and cycling connections within and between communities. Enhancements to public open spaces and amenity areas are also a key component of the programme, contributing to the creation of vibrant, attractive neighbourhoods and supporting the overall well-being of future residents. Together, these measures will help to deliver well-serviced, accessible and sustainable communities aligned with national planning and housing objectives.

Lord Mayor of Dublin, Councillor Ray McAdam, said, “This funding is not just an investment in infrastructure; it is a decisive step towards unlocking the homes our city needs and the communities our citizens deserve. It signals confidence in our capacity to plan, deliver and grow in a way that is both sustainable and inclusive.

The support for these projects will enable essential works – roads, drainage, public spaces and active travel connections – that transform sites into places where people can truly live and belong. This is how progress happens: through partnership, shared ambition and a clear focus on outcomes.

Today’s announcement shows what is possible when Government and local authorities work together with purpose. It is about more than enabling development; it is about shaping the future of our communities, creating opportunity, and ensuring our city continues to thrive for generations to come.”

Councillor Deirdre Heney, Chairperson of the Housing and Social Inclusion SPC, Dublin City Council said, “The approval of this funding marks clear and measurable progress in supporting the delivery of housing across our area. By investing in the essential infrastructure needed to unlock these sites, we are taking practical steps towards increasing supply and enabling sustainable development. The focus on access, connectivity and high-quality public spaces will help ensure these projects evolve into strong, balanced communities. It is encouraging to see this level of support, and it demonstrates real momentum in bringing forward much-needed homes.”

Richard Shakespeare, Chief Executive of Dublin City Council, said, “This is a significant milestone for Dublin City Council and reflects the scale and ambition of our housing delivery programme. This funding will enable the critical infrastructure required to unlock key sites and support the development of sustainable, well-connected communities. Our teams have worked closely with Government and delivery partners to bring these projects to this stage. It demonstrates that, through strong leadership and effective collaboration, we can make real progress in delivering the homes and places our communities need.”
