How We Are Increasing Housing Supply

Dublin City Council is continually involved in building new houses and apartments, refurbishing existing properties and purchasing private properties on the open market. All of these properties are used for social housing and, when ready, allocated to persons from our housing waiting lists.

Currently we are adding properties to our housing stock through the following schemes:

Dublin City Council Home Building Programme

The Home Building Programme is a procurement competition to progress the construction of approximately 4,000 new homes on more than 30 sites across Dublin over the next four years. This initiative marks one of the largest direct build housing programmes undertaken by a Local Authority.

Housing contractors are encouraged to participate in this programme and work with Dublin City Council to deliver homes at scale and pace. 

The DCC Home Building Programme will underpin the Council’s delivery of new social and affordable homes between 2026 and 2030, contributing significantly to the Government’s national housing plan, Delivering Homes, Building Communities. DCC is being supported by the National Development Finance Agency (NDFA). Funding for the programme is being provided by the Department of Housing, Local Government and Heritage.

A Prior Information Notice (PIN) for the programme was published on 4 March 2026, with further procurement details to be released in due course. 

Call for Housing

Dublin City Council hosted a Call for Sites event which was an opportunity to participate in a Pre Market Consultation (PMC) held in advance of a competitive dialogue process for the delivery of new housing in partnership with the private sector. The well-attended event saw strong engagement from developers and landowners, who were invited to bring forward proposals including a minimum of 100 social homes per site, ideally alongside options for cost rental, affordable purchase and private housing. Participation was voluntary and non-binding and did not influence any future procurement outcome. All submissions were treated confidentially and were used solely to inform the procurement approach.

Purpose of the PMC:

  • Shape procurement strategy and documentation.
  • Assess market interest and capacity.
  • Gather feedback on the proposed delivery model, timelines, and risk approach.
  • Ensure a clear, proportionate and value focused procurement process.

Regeneration

In these cases, the City Council renovates and rebuilds its older flat complexes. Regeneration schemes are either underway or in planning at the following locations:

Part V

Planning applications for residential development of 10 units or more must satisfy the requirements of Part V of the Planning and Development Act, 2000 (as amended) for the provision of social housing. Developers are strongly advised to consult in advance with the Council’s Housing Section on T: 01 222 5379 or T: 01 222 5281.

Approved Housing Bodies

Dublin City Council supports Approved Housing Bodies in the acquisition or construction of units for social housing purposes. Tenants for these units come from Dublin City Council’s Housing List. To date, Approved Housing Bodies have delivered approximately 5,500 units in the city area.
