Disabled Parking Bay Criteria

The criteria for the provision of disabled parking bays outside private residences are as follows:

Where a car is kept full-time at the address

Please note that where there is a car kept full-time at the address, applicants are required to submit:

  1. a copy of their current Disabled Parking Permit, front and back (i.e. Blue Badge);
  2. confirmation in writing as to whether the house has off-street parking or not i.e. a driveway/garage or off-street private parking area accessed from the side or rear of the property.  A bay will not be provided where there is off-street parking.
  3. confirmation in writing as to whether the vehicle is kept full-time at this address or not, who the driver of the vehicle is and if the driver is also a full-time resident at this address. 
  4. A copy of the Driver’s License.(front and back)

Where there is no car at the address

Where there is no car at the address and the disabled parking bay is being sought for occasional use, such as collection by family, the City Council will consider the request but will need to establish whether the road is high demand or not i.e. if parking occupancy on the road is greater or less than 80%.  This will involve an inspection of the road.  In the interim, applicants should submit:

  1. a copy of their current Disabled Parking Permit, front and back (i.e. Blue Badge);
  2. written confirmation as to whether the house has off-street parking or not i.e. a driveway/garage or off-street private parking area accessed from the side or rear of the property.  A bay will not be provided where there is off-street parking.
  3. confirmation in writing as to whether the vehicle is kept full-time at this address or not, who the driver of the vehicle is and if the driver is also a full-time resident at this address. 

It is important to note that if the road is classified as high demand, applicants will be required to submit in addition a copy of their HSE Primary Medical Certificate.   However, the City Council will write again if this transpires to be necessary.

Please note that the above criteria apply to the provision of a disabled parking bay directly outside the applicant’s house where the road width etc. is suitable. If otherwise unsuitable, the City Council will not be in a position to recommend a disabled parking bay directly outside another resident’s house.

Please note further that a disabled parking bay is a statutory road marking and as such any vehicle displaying a valid disabled parking permit may park in any on-street disabled parking bay.
