1. Document Scope
This document sets out all aspects of the Dublin City Council offering for rooftop access.
2. Product Description
This product facilitates access to the rooftops of Dublin City Council owned buildings for the installation of structures and equipment to support telecoms services.
3. Pricing and Rate Card
The rate cards in Appendix A apply to standard service offerings within the canals and outside of the canals. Case-by-case pricing is required for non-standard offerings.
4. Roles and Responsibilities
This section sets out the roles and responsibilities of all parties involved in the provision and use of the rooftop access offering.
The Telecoms Unit
Provides a single point of contact for the processing of rooftop access requests. The Telecoms Unit liaises with other relevant Dublin City Council departments for the provision of this product, including Planning, Property, Legal and Parks. Novegen is the Telecoms Unit’s appointed management agent.

The Customer

Building managers facilitate access to buildings in a timely manner in line with the support service levels set out in the commercial agreement.

11. Process Maps

New Service Request
- A new rooftop access request is made to the Telecoms Unit.
- Customer requirements are established.
- Location suitability is established. If unsuitable, suggest alternative locations.
- The site is surveyed and a high-level design is received.
- A bespoke price is prepared based on the rate card and a quote is issued to the customer.
- If the price is accepted, planning requirements are established.
- If planning permission is required, a planning application is submitted.
- If planning permission is not obtained, the application is revised and resubmitted as needed.
- If planning is successful, the commercial agreement is signed.
- The request proceeds to the delivery process.
- If the price is not accepted or the process does not proceed, follow up with the customer.
Service Delivery
- Raise an order on the order system and assign an order number.
- Provide access to the following information: RAMs, health and safety statements, low level designs, evidence of appropriate insurance, appropriate wayleaves, surveys, and planning documentation.
- Validate the information provided.
- If requirements are not fulfilled, request further information.
- If requirements are fulfilled, request building access and issue approval for the contractor to start work.
- The contractor completes all works.
- The Telecoms Unit issues approval. If more work is required, issue details of works required and return to the contractor step.
- When approval is granted, update the network map and wayleave license, then update billing records and invoice the customer.
Annual Billing
- Assess new invoices based on the established legal agreement.
- Determine whether the connection is rebilled.
- If yes, assign an SI number and populate invoice information.
- Create the invoice and send invoices to each operator.
- Follow up with clients regarding payment reception.
- If no, identify the reason.
- For discontinuation of connection, update the invoice list and archive the old invoice.
- For a one-time bill, archive the old invoice after processing.

- The dishes specified are 600 mm in diameter. Anything greater than this is deemed to be an upgrade.
- The antenna heights are either 1.5 m or 2 m and 350 mm wide.
- The basic package, that is DCCMA-xC1-B, is limited to 6 x 4G RRUs or 3 x 5G RRUs. 5G RRUs can be up to 39 kg in weight and have a major effect on weight loading.

In order to access DCC telecoms chambers and ducts, the DCC Permit Request for Access Application must be completed and returned to [email protected]. The form is available to download below.
Please note the following:
- Permit required for all access
No works may proceed on DCC telecoms assets without a granted permit issued by Dublin City Council’s Management Agents, Novegen.
Attempts to access DCC telecoms infrastructure without permission will be stood down with immediate effect.
This permit relates specifically to access to the DCC telecoms duct network. It does not replace any other permits required from DCC departments or third parties, including road openings, parking arrangements, S254s, or permissions from Apleona or other land managers. - Declare any works already completed
If you have carried out installations or upgrades without a permit, send details and as‑built information.
A Shared Duct Agreement does not remove the obligation to request a permit, as ducts contain live cables from multiple providers. - Undeclared assets may incur penalties
Any equipment or cabling found during audits that has not been declared in advance may be subject to penalties.
Where additional cables or enclosures are found that are not covered by any wayleave or service charge invoice, charges will be applied retroactively. - Crews working without permission will be stood down
Any crew found on site without an approved permit will be stood down immediately.

Telecoms Pre-Planning Consultation

The holding of consultations by planning authorities in relation to proposed developments is set out under Section 247 of the Planning and Development Act, 2000 (as amended), and further guidance on this matter is contained in Development Management Guidelines for Planning Authorities, 2007. All those who wish to carry out development are advised to refer to the development plan prior to the preparation of detailed plans.
How Do I Arrange a Telecoms Pre-Planning Consultation?
Requests can be made by email to [email protected] and must include the following documentation:
- A site location map which can be found at Ordnance Survey Ireland. The scale required is 1:1000 for Urban Areas and 1:2500 for Rural Areas.
- Full set of existing and proposed coverage maps showing "the extent of the area that will be improved" by the proposed installation.
It is advisable prior to making a pre-planning application, to consult the Dublin City Development Plan, which may contain much of the relevant planning information needed for your proposed development.
The Planning Authority will keep a record of any such consultations which will be a matter of public record on foot of a planning application being subsequently lodged.
The carrying out of such consultations shall not prejudice the performance by a Planning Authority of any other of its functions under the Planning and Development Act 2000, (as amended), and cannot be relied upon in the formal planning process or in legal proceedings.
A “Telecommunication Infrastructure Licence” is required in order to place telecommunication infrastructure on a public road or footway in Dublin City. Please click Infrastructure License to apply.
Dublin City council has developed a rate card which is generally based on the following telecoms site access requests:
- Pole/Tower/mast (Excluding Section 254 applications)
- Rooftop
- Lamp Posts/ Street Furniture
- Bespoke requests
For the purposes of this exercise, the Dublin City Council administrative area has been divided into two regions with specific rates for site access, i.e.
1. Within the area bound by the Grand and Royal Canals - available to download below.
2. Outside of the canals but within the DCC administrative area - available to download below.
The rate cards we have proposed is therefore based on agreements on single and multi-operator sites in accordance with the following criteria:
- Pole/Mast/Tower access within the area of the Canals
- Rooftop access within the area of the Canals
- Access to street furniture within the area of the Canals
- Pole/Mast/Tower access outside the Canals
- Rooftop access outside the Canals
- Access to street furniture outside the Canals
In multi-operator sites each of the operators are responsible for the installation and maintenance of their own equipment, i.e. antennas, radio units, cabinets, cabling, etc.
The licensee is responsible for the cost of supply and construction of their infrastructure, power, and the operation and maintenance of their own equipment.
Dublin City Council (DCC) has developed a "Guide to the Installation of Telecoms Infrastructure in Residential and Mixed-Use Developments" available to download below.
The guide aims to prepare the connection of any new construction, residential or mixed buildings (including premises for professional use) to an open access shared fibre optic network, referred to as FttH (Fibre to the Home) and to consider the requirement for mobile connectivity.

1. Document Scope
This document sets out all aspects of the Dublin City Council offering for duct access.
2. Product Description
The following variants of the duct access products are available:

The availability of these variants depends on the available capacity within the Dublin City Council network.
3. Pricing and Rate Card
The rate card in Appendix A applies to standard service offerings within the existing network. Case-by-case pricing is required for non-standard offerings, including but not limited to new network builds, areas of limited capacity, and special engineering difficulty. Dublin City Council duct capacity is available on an annual basis under a License or on a long-term basis, typically 20 or more years, under an IRU agreement. IRU pricing is calculated using the approved IRU calculator and is not included in the standard rate card.
4. Roles and Responsibilities
This section sets out the roles and responsibilities of all parties involved in the provision and use of the duct access offering.
The Telecoms Unit
Provides a single point of contact for the processing of duct access requests. Novegen is the Telecoms Unit’s appointed management agent.

License Agreement

The IRU agreement grants long-term rights to specified duct capacity for an agreed term.

11. Process Maps

Sales Quote Request
- A new connection request is received.
- The request is validated. If it is invalid, request further information and return to validation.
- Check network availability and assign a unique sales quote number.
- Decide whether civil works are required.
- If civil works are required, request civil costs from an approved contractor.
- Price the standard and non-standard elements.
- Issue the quote to the customer.
- Decide whether the order is received.
- If no order is received, follow up with the customer.
- If the order is received, move to the service delivery process.
Service Delivery
- A new connection order is received and the order request is validated. If invalid, request further information.
- Raise the order on the order system and assign an order number.
- Decide whether civil works are required.
- If yes, follow the non-standard order process and engage an approved civils contractor.
- If no, follow the standard order process and provide route and supervise subducting and cabling.
- Issue permit request information for the contractor, including RAMS, method statements, safety statements, insurance, and indemnity.
- Validate contractor information. If insufficient, request further information.
- Issue approval for the contractor to start work.
- The contractor completes all works.
- Approve or reject the works. If not approved, issue details of works required.
- When approved, update the network map and license agreement, hand over the connection to the customer, and update billing records to invoice customers.
Access Permit Request
- An access permit request is submitted to the Telecoms Unit.
- Decide whether civil works are required.
- If civil works are required, provide full detail of civil works, a T1 or T2 application, permit to work form, risk assessment, method statements, and, where required, traffic management plan, pedestrian management plan, maps, and photos.
- If civil works are not required, provide the permit to work form, risk assessment, method statements, and, where required, traffic management plan, pedestrian management plan, maps, and photos.
- Check whether the information is complete. If not, provide further information as directed by the Telecoms Unit.
- Receive approval. If approval is not granted, provide further information as directed by the Telecoms Unit.
- When approval is granted, notify the Telecoms Unit of job completion.
Annual Billing
- Assess new invoices based on the established legal agreement.
- Determine whether the connection is rebilled.
- If yes, assign an SI number and populate invoice information.
