Milestone reached as Dublin City Council announces the commencement of the construction tender process for the Parnell Square Cultural Quarter

Dublin City Council is pleased to announce the launch of the construction tendering process for the new Dublin City Library at Parnell Square, phase one of the larger Parnell Square Cultural Quarter. 

Following a pre-qualification process in which potential contractors were assessed based on their suitability and qualifications, shortlisted contractors have now been invited to submit detailed tenders, including pricing, delivery schedules, and other key project information. 

Over the next 6–8 months, shortlisted contractors will prepare and submit their tender bids. Once received, Dublin City Council will conduct a thorough evaluation to identify the contractor best positioned to deliver the project in line with its strategic objectives and quality standards.

The Parnell Square Cultural Quarter Project is a flagship civic project that will serve as a cornerstone for learning, culture, and community engagement for generations to come. The project is funded by the Urban Regeneration and Development Fund (URDF) and by Dublin City Council. AECOM and Hawkins\Brown were appointed leads in the project design team in early 2023, with AECOM delivering project management, multidisciplinary engineering and cost consultancy services and Hawkins\Brown as the lead architect.

Phase 1 works include the construction of the new 6100 square metre city library to the rear of the existing Georgian terrace of No. 23 to 28 Parnell Square North, and essential works to these Georgian houses. No. 26 Parnell Square North (approx. 700sq. m) will be fully restored and returned to public use as part of the new city library. Further phases will bring the remaining 5 Georgian houses back into full public use completing the delivery of the overall 11,000 square metres of cultural facilities for the city. Phase 1 will also include refurbishment works to the 1930s wing of the Hugh Lane Gallery and a direct link between HLG and the new Dublin City library creating a unique cultural experience across art and literature. 

The project will create a dynamic and inclusive public space offering access to a wide range of resources, digital technologies, cultural programming, and collaborative learning environments. 

“This is a significant milestone in the delivery of a world-class public library for our city,” said Lord Mayor of Dublin, Councillor Ray McAdam. “The new City Library will be a vibrant hub for innovation, creativity, and lifelong learning — a welcoming space for all members of our community.”

The development of the new library reflects the Council’s ongoing commitment to investment in modern, sustainable infrastructure that meets the evolving needs of residents. The project will be delivered in accordance with the highest environmental standards, incorporating sustainable design, energy efficiency, and universal accessibility.

Construction is expected to commence in Q2 2026 with completion of construction anticipated by Q3 2029.  Opening to the public is anticipated in Q1 of 2030
