Stage 2: Draft Dublin City Development Plan

Stage 2 of the plan's development saw the publication of a draft document, which included a Written Statement, which included appendices and an updated Record of Protected Structures. Dublin City Council invited the public to comment on the draft in early 2022.

Stage 2 commenced on 25 November 2021 with the public display of the Draft Development Plan. The public consultation ended on 14 February 2022. Dublin City Council received over 4,300 submissions during this phase of the process. View the submissions on our consultation platform.

Draft Written Statement

Volume 1, or the Written Statement of the draft plan, is the main policy document which sets out Dublin City Council's proposed strategy, policies and objectives for the development of the city.

Draft Maps

The draft maps below set out the proposed zoning of land for the Dublin City Development Plan 2022-2028.

Once the consultation window closed and all feedback was received, stage 3 of the process began. Dublin City Council's Chief Executive responded to the public's submissions and recommended changes to the draft development plan.
