The Planning and Development (Amendment) (No. 2) Regulations 2018 (S.I. 30 of 2018) amends Article 10 of Planning & Development Regulations 2001 (S.I. 6000 of 2001) until the 31/12/21 by permitting change of use to residential use from Class 1, 2, 3 or 6 of Part 4 to Schedule 1 i.e. providing the structure was completed prior to the Regulations 2018 was used at some stage for the purpose of its current Class 1, 2, 3 or 6 and has been vacant for two years or more immediately prior to commencement of the proposed development then the proposed development and related works shall be exempted development subject to conditions and limitations set out in S.I. 30 of 2018.

The onus is on the developer to comply with S.I. 30 of 2018 and to ensure compliance with building control regulations.
