Apply for a Hoarding Scaffold Permit

You need a licence to erect a hoarding or scaffold on a public footpath or roadway. To purchase a licence, follow these steps:

A hoarding/scaffolding/fencing permit is required when erecting temporary structures like hoardings, fences, or scaffolding on or over a public road or footpath.  This ensures the safety and proper management of public spaces during construction or other activities that require these structures.

For hoarding or scaffolding erected on a footpath only - to a maximum width of 30 metres - the charge is €207.00 per month (or part thereof) plus a further €10.00 per metre of hoarding impinging on public footpath..

Further charges may apply if:

  • The scaffolding or hoarding interferes with a public road
  • Alternative arrangements are needed for pedestrians
  • The scaffolding or hoarding requires parking bays to be put out of service
  • The scaffolding or hoarding is located on the corner of two roads or streets
  • The scaffolding or hoarding is erected in a pedestrianised area

Your application must allow up to 5 working days to process.

Requirements / Pre-Requisites

  • A Hoarding Layout Plan.
  • A full Traffic Management Plan (TMP).

Application Process

  1. Complete the online application form.
  2. We will arrange for a Roadworks Control inspector to meet you at the place where you want to set up the hoarding or scaffolding. The Inspector will examine the location and decide whether to grant permission.
  3. Upon approval, the applicant will receive a confirmation email containing a reference number and request for payment, offering the option to either complete the transaction online via a provided link or to contact customer services to arrange payment over the phone.

Prior to issuing of permit, payment of the appropriate fee to be made by credit/debit card or Electronic Funds Transfer (EFT). (Please provide proof of corresponding EFT payment via remittance advice).
