Seán Moore Road Upgrade Scheme
Dublin City Council Road Design is currently progressing the Seán Moore Road Upgrade Scheme, which is at the Concept Development and Options Stage.
The proposed scheme aims to deliver enhanced pedestrian and cycling infrastructure, along with improvements to support future public transport, including a potential LUAS extension. It will address the needs of existing residents along Seán Moore Road, future residents of the Poolbeg West Strategic Development Zone (SDZ) and maintain access to the Southern Port Area.
The scheme will strengthen connections between the Dublin City Centre, Dublin Port, and surrounding communities, supporting integration with the Poolbeg West SDZ while contributing to Dublin’s active travel and climate action objective.

The proposed scheme will:
- Provide upgraded pedestrian facilities
- Deliver segregated cycling infrastructure
- Upgrade the existing road to support future public transport improvements, including a potential LUAS extension.
The total length of the scheme is approximately 1 km.

Seán Moore Road Upgrade Scheme Ground Investigation Works
Ground Investigation Works
Dublin City Council's Road Design Division is currently progressing the Seán Moore Road Upgrade Scheme, which is at the Concept Development and Options Selection stage.
As part of this process, Dublin City Council has appointed Causeway Geotech Ltd to carry out ground investigation works along Seán Moore Road.
The investigations will help the project team to:
- Understand the ground conditions beneath the road.
- Identify the location of existing underground utilities and services.
- Gather information needed to develop and assess future design options for the scheme.
The investigations will be carried out at selected locations along Seán Moore Road, including:
- Beach Road Junction
- Church Avenue Junction
- Seán Moore Road Roundabout
- South Bank Road Junction
The investigations will include:
- Boreholes: small diameter holes drilled to examine ground conditions at depth.
- Trial trenches: small excavations to identify underground utilities and ground conditions.
- Pavement cores : samples taken from the road surface to determine pavement composition and condition.
The works are scheduled to take place from:
29 June 2026 to 10 August 2026
Working hours will generally be:

Traffic management measures will be in place throughout the works to ensure the safety of road users and workers.
These measures may include:
- Temporary lane closures
- Stop/Go traffic management
- Reduced traffic speeds in work areas
Road users should expect some delays while the works are ongoing and are encouraged to allow additional travel time where possible.
