City Centre Public Realm Master Plan

This Master Plan sets out the on-street works that we intend to carry out to improve the city centre's public realm. It also provides guidance and standards for public realm projects.

In 2012, with the publication of the Your City, Your Space: Dublin City Public Realm Strategy, Dublin City Council formally defined the term 'public realm' for the first time.

Meaning all areas to which the public has access, including roads, streets, lanes, parks, squares, bridges and spaces between buildings, the public realm is important to the character, identity and life of the city.

In 2015, the Council reviewed this work and surveyed the city centre to identify projects that would support this strategy and have the greatest impact on quality of life in the city. Our 2016 City Centre Public Realm Master Plan: The Heart of Dublin, which can be downloaded below, derives directly from this work. It builds on past learnings, lays out clear guidance for the development of the public realm and defines specific projects to be delivered.

The Master Plan's Vision

The collective vision is for Dublin’s city centre to be:

  • A top class national and international destination.
  • Easy, comfortable and enjoyable to move through, particularly for pedestrians and cyclists.
  • Attractive and lively, offering great experiences for visitors, workers and residents alike.

The agreed vision is to increase the balance between pedestrians and vehicles, by expanding pedestrian space and providing more opportunities for pedestrians to move through the city centre.

Project Delivery

When the City Centre Public Realm Master Plan was first published in 2016, it outlined the Council's priorities for the next 20 years and helped determined projects to undertake.

It was intended that projects would be delivered in three phases of six years and align directly with the city's development plan. We are now more than half way through this period and many of the projects outlined are in progress or have been implemented fully.
