Advertising Structures Licence Application Procedure
Applications for Advertising Board Licences are dealt with under the Planning & Development Regulations 2001 (as amended), made under the Planning & Development Act 2000 (as amended).
Every licence for an advertisement structure is subject to the General Conditions listed below. In addition, specific conditions may be applied in respect of a particular licence. The issue of a licence is subject to payment of an application fee and a licence fee. Acceptable evidence of public liability insurance cover indemnifying Dublin City Council must also be provided.
Step 1: Contact the Advertising Board Unit
Prior to formally submitting an application, the applicant should contact the Advertising Board Unit, Dublin City Council (email [email protected] ) giving details of the exact location of the proposed advertising board. If capacity exists on the pavement to accommodate the proposed structure, taking into account the existing street furniture and the convenience and safety of road users, including pedestrians the application can proceed. Licences will not be issued for certain streets due to inadequate footpath widths or high footfall levels.
Locations not permitted to have Advertising Boards outside their premises are all Protected Structures and locations within Architectural Conservation Areas (ACA’s).

Following the on-site meeting the applicant should return a completed application form with enclosures to:
Dublin City Council
Advertising Boards Unit
Block 4, Floor 0,
with a non-refundable application fee of €100. If a licence is granted, an annual licence fee of €630 will apply. Fees are payable before a licence will be issued.
All applications must be made on the official application form and must be accompanied by:
- Site location map (1/2500 scale)
- A 1/100 scale drawing of the area to be licensed indicating the following:
- Proposed location of the advertisement structure
- All utilities/services in the area including lampposts, bollards, fire hydrants, manholes, cycle stands, litter bins and all ‘in situ’ items of street furniture, etc. within 10m of the proposed area.
- Photograph of premises
- Photographs of Site Notice
- Copy of Newspaper Advertisement
- Drawing to scale of the proposed item
- Details of design, specification and quality of the proposed elements of street furniture
- Details of maintenance and cleansing schedules. A certificate of structural stability, may be required
- Evidence of public liability insurance cover indemnifying Dublin City Council must also be provided
If any of these requirements are omitted, the application may be deemed invalid and returned to the applicant.
Every licence is issued subject to the General Conditions set out in the Application Form. In addition, specific conditions may be applied in respect of a particular licence. The issue of a licence is subject to payment of an application fee and a licence fee.
The City Council aims to issue a decision on a licence application within 8 weeks. However, where the City Council does not consider it possible or appropriate to reach a decision within 8 weeks, or where further details and information is required it shall inform the applicant of the reason for this and shall state when it intends to make the decision.
Appeal to An Bord Pleanála
The decision of the City Council in relation to the granting, refusing, withdrawing or continuing of a licence or to the conditions attached to a licence, can be appealed to An Bord Pleanála.
