Read the Dublin City Development Plan 2022-2028

The Dublin City Development Plan was created through a four stage drafting process that invited the public to share their opinions on the future of Dublin City. The 2022-2028 plan has now been published. It came into effect on 14 December 2022.

This plan sets out how the city will develop to meet the needs of all residents, workers and visitors. The aim of the plan is to improve the quality of life for its citizens, and make sure that Dublin City is an attractive place to live, work and visit.

The plan has 16 key chapters and we summarise the main points in each chapter. Chapter 1 provides a context for the plan and all other chapters focus on a specific theme or themes.

Developing the Plan

This plan was developed through a four stage process:

  • Stage 1 involved a review of the 2016-2022 plan and a pre-draft consultation which allowed the public to make submissions.
  • Stage 2 saw the creation of a draft plan, which included independent environmental reports. The public were invited to comment on this draft in early 2022.
  • In Stage 3 the Chief Executive presented proposed changes to the plan based on 4,300 submissions from the public.
  • In Stage 4 the plan was adopted at a Special Council meeting on 2 November 2022.
