In accordance with the Waste Management (Tyres and Waste Tyres) Regulations 2017; a person who, for the purpose of trade or otherwise, in the course of business supplies tyres (or waste tyres) to other persons - whether as manufacturer, wholesaler, supplier, trader, retailer or waste tyre collector; is legally obliged to join the compliance scheme operated by the approved body:

They provide a framework for comparing the number of waste tyres with the number of tyres placed on the market - and for tracking the movement of waste tyres from the time they are discarded until they are reused or processed for recycling and/or recovery.
