For Firefighters, the first moments of entering a burning building are critical. They rely upon their knowledge, training and experience to save lives and protect property and at the same time guard themselves and their colleagues. Pre-incident planning helps Dublin Fire Brigade to be prepared for those critical moments.

Pre-incident, or pre-fire, planning is the process of gathering, managing and presenting of operational intelligence, or risk-critical information about premises that propose a potential hazard in the event on an emergency.

Pre-incident planning is carried out for commercial, industrial and institutional properties and buildings that are considered to be a specific risk. Prior knowledge of these environments is essential to enhancing Firefighter safety and firefighting effectiveness.

During pre-incident planning Fire Officers will take note of things like:

  • The main features of the building
  • Access for emergency vehicles
  • Life risks
  • On-site hazards
  • The location of hydrants inside and outside the building
  • The layout of the interior of the building
  • The location of any inflammable or explosive materials

Once Fire Officers have carried out a site visit they will prepare a Pre-incident Plans that contains an overview of the facility and tabulated information about the risk,summarising the critical aspects of a building from a Fire Service response.
