Dublin City Council Public E-Scooter Sharing Scheme(s)
Prior Information Notice (PIN) with the purpose of inviting Technical Dialogue on proposed Dublin City Council Public E-Scooter Sharing Scheme(s) published
Earlier this year, the Government signalled its intention to bring forward legislation removing the legal prohibition on the use of e-scooters on public roads in Ireland. This proposed legislation has currently not yet been published or signed into law.
In advance of this, Dublin City Council wishes to commence an initial phase of market engagement on a proposed Dublin City Council Public E-Scooter Sharing Scheme(s), where we hope to gain useful feedback from potential e-scooter operators that can inform our next steps.
Dublin City Council has therefore today published a Prior Information Notice (PIN) with the purpose of inviting Technical Dialogue on a proposed Dublin City Council Public E-Scooter Sharing Scheme(s). The PIN and an accompanying Survey Questionnaire are now available on the Irish Government’s electronic tendering platform: www.etenders.gov.ie and the PIN eTenders Reference is RFT 192382. The OJEU number is TEDB8-IRL/2021-269286.
Please note that in order to access and respond to the PIN and Survey Questionnaire, potential e-scooter operators will have to register with the eTenders website at www.etenders.gov.ie. They will then have to read the PIN and download and fill in the Survey Questionnaire (i.e. the Word document from the eTenders website), and must submit their completed Survey Questionnaire back only via the eTenders Messaging Portal before 12 noon on Tuesday, 13 July 2021. Only responses received in the format requested in the Survey Questionnaire will be considered.
The two documents available on the eTenders website are the Prior Information Notice (PIN) and the Survey Questionnaire and both of these are available here on the Dublin City Council website, as downloadable files below, for general information to the public.
Please note that this is not a call for competition and no tender documents are available at this stage. The deadlines for Survey Questionnaire queries and completed responses are outlined in the table below and these deadlines must be followed.

Following respondents’ Survey Questionnaire submissions, Dublin City Council may request meetings with respondents and enter into Technical Dialogue with a selection of parties and possibly not all parties, at the Council’s sole discretion. This would most likely happen in an online environment.
Following Technical Dialogue, and the publication of the necessary legislation, Dublin City Council may publish a call for competition in due course on the Council’s website
