An Droichead Órga

An Droichead Órga is a brownfield site currently being developed by Dublin City Council (DCC). Designated as a Strategic Development and Regeneration Area (SDRA) under the Dublin City Development Plan 2022-2028, the site is located within the DCC South Central administrative area. The new development will be situated on the former St. Michael’s Estate off Emmet Road in Inchicore, Dublin 8.

The tender process for the main contractor has been successfully concluded. An Droichead Órga will aim to deliver 578 residential including 441 cost rental and 137 social homes. In line with the Housing for All Plan one of the key aims of the project is to deliver a cost-efficient scheme while maintaining quality and increasing the supply of affordable homes. The new housing development will not only help meet local housing needs, but it is being designed to the highest environmental and energy standards. Homes will be built to Nearly Zero Energy Building (NZEB) standards, meaning they will be highly energyefficient and comfortable to live in. The project will also aim for Home Performance Index (HPI) certification, Ireland’s national standard for sustainable housing, which takes into account things like air quality, daylight, and access to local amenities. In addition, the development will meet the requirements of the EU Taxonomy for Sustainable Activities, ensuring it supports long-term climate goals and responsible investment. As well as providing high-quality, comfortable homes, An Droichead Órga is designed to be a vibrant and welcoming place to live. The development will include a range of community facilities such as a new library / community hub building, creche, supermarket, café, retail units and a thoughtfully designed public realm that encourages connection and activity. There will be safe, accessible play areas and activity spaces for all age groups, private communal space within the residential courtyards, along with shared open spaces where the residents and local community can relax, gather, and enjoy the outdoors. The location is well connected - with excellent transport links and access to public services. Residents will benefit from being close to green spaces like the Phoenix Park to the north, and the nearby Camac River and Grand Canal to the south, offering nature, walking routes, and a strong sense of space.

The enabling works contractor Hegarty Demolition Limited commenced on site 14th April 2025. Contract completion expected January 2026

The works include:

  • Demolition: HSE, Community Centre (Retain Sports Centre)
  • Demolition: existing fences, railings & associated foundations
  • Removal of existing surfaces: tarmac, concrete slabs, brick paving, kerbs etc.
  • Install new temporary site hoarding,
  • Decommissioning & removal of existing M&E services
  • Excavating trenches to expose existing gas services
  • Installation of new EIR and ESB ducting outside site boundary to divert existing services through the site
  • Minor works to the historic wall to the North-West side of the site

On 24 November 2025, Dublin City Council signed a contract appointing Elliott Building & Civil Engineering Ltd. as the main contractor. This project will play a central role in the area’s regeneration. Under this first of two major contracts, Elliott Group will deliver 487 homes, along with a crèche and a new library/community hub building. Construction is scheduled to begin in February 2026 with completion expected for Q1 2028
