Dublin City Community Enhancement Programme
Information on the Dublin City Community Enhancement Programme.
The Community Enhancement Programme (CEP) provides capital funding to community groups across Ireland. This allows these groups to enhance facilities in disadvantaged areas. The CEP is funded by the Department of Rural and Community Development. It has provided €29.5 million in funding since 2018. In 2018 a stream of funding was available to Men's Sheds, in 2019 this stream was extended to include Women's Sheds.
The Programme has a focus on supporting groups in disadvantaged areas. Typical enhancements under the CEP include:
- IT and CCTV equipment
- minor improvements to buildings
- minor renovation of community centres
- development of community amenities
- purchase of equipment for community usage.
- improvements to town parks, common areas and energy-saving projects
The CEP is administered locally by Local Community Development Committees (LCDCs) in each Local Authority area. The Dublin City LCDC administers the CEP in the administrative area of Dublin City Council. It decides the types of enhancements that will be prioritised and supported in the administration of the programme based at the local level.
In 2020 the Department of Rural and Community Development (DRCD) funded Community Enhancement Programme (CEP) provided €7 million of funding in two rounds towards enhancing the facilities available to communities nationwide. Dublin City was allocated €112,860 under Round 1 and €478,005 under Round 2 and we included €3,419.99 of unspent funds from previous CEP Programmes. Applications for both rounds of this fund were invited locally via an online system. Both rounds are now closed.

The Community Enhancement Programme (CEP) 2021 is funded by the Department of Rural and Community Development (DRCD). Dublin City was allocated €212,306. The very significant oversubscription to the previous CEP 2020 fund enabled the LCDC CEP sub-committee to establish a shortlist of all eligible and unfunded applicants. Following the launch of CEP 2021 by the DRCD, a comprehensive review of the full shortlist took place with a view to fund eligible applications with the CEP 2021 allocation. Following a revised assessment, the selected 15 applicants from the shortlist were contacted and asked to re-confirm their continued interest and ability to deliver on their original application proposal. Written confirmation in this regard was confirmed from all 15 applicants. The recommendations for this funding were then adopted by the full LCDC membership at its June 2021 meeting. The DRCD has confirmed the CEP 2021 funding will be transferred to DCC in September 2021. As soon as funding is received, the grant payments will be made and full details of all grantees and grants paid will be listed on this page for public dissemination.
