If you need to relocate or alter any part of the public lighting infrastructure such as poles, wall brackets, section pillars, ducting or cabling, in connection with your site works or for commercial purposes, you need to apply to Dublin City Council Public Lighting Services for permission.

At least six weeks’ notice in advance of works starting on a site is required, to allow for the required works to the public lighting installation in question and costing of same, to be determined.
A copy of your planning approval/planning reference number must be provided before we will consider relocating any public lighting equipment.
Processing Your Application
Upon receipt of the completed application form and all required attachments, an inspection of the site will be carried out to determine where best the public lighting equipment in question can be relocated to. The light levels will be re-assessed and the proposed relocation position(s) will be confirmed. You will then be notified of the cost of the required works.
A Lighting Alteration Request Form will then be e-mailed to you, which must be completed and returned to Public Lighting Services at the address listed above and marked for the attention of the engineer dealing with the request.
An invoice for the required works will be raised. As this work is covered by Relevant Contract Tax (RCT), the principal contractor will have to pay the RCT on the invoice at 13.5%. Proof of payment of the invoice such as a copy of the payment transaction or cheque must accompany the Lighting Alteration Request Form.
Scheduling of Required Works
Once the Lighting Alteration Request Form and confirmation of payment of the invoice has been received, the required works will be scheduled.
New temporary public lighting equipment will be installed at a location to be determined by Dublin City Council Public Lighting Services.
Where a light is being relocated, the poles/wall brackets will then be fitted with a bracket and lantern and either a new electrical service will be provided or the existing service will be transferred to the new poles/wall brackets. When the new light is operating, the existing pole/wall bracket will be removed. If the existing lights have a direct ESB service to them, the scheduling of the works will be dependent on the availability of ESB Networks to disconnect the supply service to the existing light and transfer it to the new light location or provide a new supply connection.
However, if, following our assessment, we cannot relocate the existing public lights to a suitable location that maintains the light levels in the vicinity of your site, you will be required to provide adequate temporary lighting that meets the same standard of lighting and light levels to the existing lighting here, and any temporary lighting must be submitted to DCC Public Lighting Services for approval.
Where existing lights are not being moved, but only the public lighting supply cables to the lights are being rerouted, the above clause regarding the provision of temporary lighting also applies if we cannot obtain an alternative supply point to reroute the power to the existing lights in the vicinity of your site.
Following completion of your site works, the pole/wall bracket will be relocated to its’ original position.
The time-scale for completion of the works is 6-8 weeks.
