Street lighting contributes to enhancing the night time environment and contemporary and decorative street lighting is provided by Dublin City Council in many prominent areas of the city.

The City Council uses highly energy efficient LED technology in all its new and upgraded lighting installations contributing to reducing its carbon footprint in the city.

The council also provides lights for around 23 Christmas trees along with floodlighting on some public buildings.

Reporting street light faults or emergencies

To report a problem with a street light that is not working, or a street lighting emergency, please go to the Dublin City Council Self Service Portal. You will need the following information.

  • A summary of the problem
  • The name of street or road where the light is located
  • The number of the pole upon which the light is installed
  • The nearest house number

Public Lighting will then investigate the problem.

Applying for a street light to be relocated

For vehicular access to an existing residential property:

If you need to relocate a public lighting pole to allow vehicles to enter or exit your own property, you need to apply to Dublin City Council Public Lighting Services for permission.

Step 1: Get planning permission (or sworn affidavit)

The relocation of a public lighting pole is subject to confirmation that planning permission has been granted for a driveway entrance or extension of an existing driveway entrance. A copy of your planning approval/planning reference number must be provided before we will consider relocating the pole in question.

You need planning permission to create a new vehicular access or modify (e.g. widen) an existing access at the entrance to your property.

For existing vehicular access

If the vehicular access to your property has been in existence for a very long time, you need to obtain a sworn affidavit instead of planning permission. A 'sworn affidavit' is a letter of declaration signed and witnessed by a solicitor or a peace commissioner. This affidavit must certify that the entrance has been used for vehicle access for at least 7 years.

Step 2: Application

Once you have planning permission for the driveway / driveway extension / dishing (or a sworn affidavit), complete and submit the Application Form for the Relocation of Public Lighting Poles - Residential and all required information to Public Lighting Services.

Required Information:

  • Planning Permission Reference Number.
  • Exact locations of the public lighting equipment in question (i.e. Street names and pole numbers).
  • A photograph of the existing location
  • Sworn Affidavit (if required instead of planning permission)

Step 3: Processing Your Application

Upon receipt of a completed application form and all required information, an inspection of the site will be carried out to determine where the light can be relocated to. The light levels will be re-assessed and the proposed relocation position will be confirmed. You will then be a given a quote for the relocation.

A cheque made payable to Dublin City Council, to cover the cost of the required works, must be submitted to Public Lighting Services.

Step 4: Scheduling of Required Works

Once payment have been received, the required works will be scheduled.

A new public lighting pole will be installed at a location to be determined by Dublin City Council Public Lighting Services. The pole will then be fitted with a bracket and lantern and either a new electrical service will be provided or the existing service will be transferred to the new pole. When the new light is operating, the existing pole will be removed.

The time-scale for completion of the works is 6-8 weeks.

Things to Note

1. Please note that if the existing pole has a direct ESB supply service in it, the scheduling of the works will be dependent on the availability of ESB Networks to disconnect the supply service in this pole and transfer it to the new pole location or provide a new supply connection.

2. In some cases, a public light is mounted on an ESB Networks pole. In this situation you must contact ESB directly regarding the removal. More information about this process can be found on the Relocate an existing Pole or Line page on the ESB website.

3. If you need to modify (dish) a footpath to allow vehicles to enter or exit your property, you need to contact Roads Maintenance Services.

For construction and/or demolition works:

If you need to relocate any public lighting equipment such as a pole, wall bracket, section pillar or cabling, you need to apply to Dublin City Council Public Lighting Services for permission. In the event of street light to be relocated for construction sites or commercial purposes.

At least six weeks’ notice in advance of works starting on a site is required, to allow for the required works to the public lighting installation in question and costing of same, to be determined.

Complete and submit the Application Form for the Relocation of Public Lighting Equipment - Commercial and all required information to Public Lighting Services.

  • Exact locations of the public lighting equipment in question (i.e. Street names and pole numbers).
  • Site Location Map showing the site boundary and surrounding areas
  • Scaled Site Layout Drawings.
  • A photograph of the existing location
  • Company Details for invoicing purposes

Step 3: Processing Your Application

Upon receipt of a completed application form and all required attachments, an inspection of the site will be carried out to determine where best the public lighting equipment in question can be relocated to. The light levels will be re-assessed and the proposed relocation position(s) will be confirmed. You will then be notified of the cost of the required works.

A Lighting Alteration Request Form will then be issued, which must be completed and returned to Public Lighting Services at the address listed above and marked for the attention of the engineer dealing with the request.

An invoice for the required works will be raised. As this work is covered by RCT, the principal contractor will have to pay the RCT on the invoice at 13.5%. Confirmation of payment of the invoice must be submitted with the Lighting Alteration Request Form.

Step 4: Scheduling of Required Works

Once the Lighting Alteration Request Form and confirmation of payment of the invoice has been received, the required works will be scheduled.

New temporary public lighting equipment will be installed at a location to be determined by Dublin City Council Public Lighting Services.

Where a light is being relocated, the poles/wall brackets will then be fitted with a bracket and lantern and either a new electrical service will be provided or the existing service will be transferred to the new poles/wall brackets. When the new light is operating, the existing pole/wall bracket will be removed. If the existing lights have a direct ESB service to them, the scheduling of the works will be dependent on the availability of ESB Networks to disconnect the supply service to the existing light and transfer it to the new light location or provide a new supply connection.

However, if, following our assessment, we cannot relocate the existing public lights to a suitable location that maintains the light levels in the vicinity of your site, you will be required to provide adequate temporary lighting that meets the same standard of lighting and light levels to the existing lighting here, and any temporary lighting must be submitted to DCC Public Lighting Services for approval.

Where existing lights are not being moved, but only the public lighting supply cables to the lights are being rerouted, the above clause regarding the provision of temporary lighting also applies if we cannot obtain an alternative supply point to reroute the power to the existing lights in the vicinity of your site.

Following completion of your site works, the pole/wall bracket will be relocated to its’ original position.

The time-scale for completion of the works is 6-8 weeks.

Street Light Maintenance

To reduce the number of problems that arise, we carry out regular maintenance, including continuous nightly inspections to ensure that all of Dublin's 45,000 street lights are operational. Street lights are inspected every two weeks and any defective lights then repaired.

Non-public lighting equipment mounted on public lighting poles

Any non-public lighting equipment, such as flags, banners, flower baskets, private posters or signs, etc. are not allowed on any public lighting poles without the written permission of Dublin City Council Public Lighting Services.

Public lighting design and installation

All new public lighting installations must be designed and installed in accordance with the latest version of the Dublin City Council Public Lighting Services’ “General Specification for Public Lighting Design and Installation in the Dublin City Area” document and the proposed lighting design must be submitted to this division for approval before commencement of works on site. Street Light Maintenance
