Local Economic and Community Plan for Dublin Launched

Dublin’s new Local Economic and Community Plan (LECP) was launched this evening at an event hosted by Dublin City Council at St. Patrick’s Cathedral. Aiming to guide the sustainable economic and community development of Dublin City between 2024-2029, the new LECP covers a broad range of areas including health, wellbeing, inclusion, climate action, economic growth, and education.
The document was presented by Cllr Carolyn Moore at an event featuring guest speaker Professor Tony Holohan, Director for Centre for One Health UCD with music, dancing and theatrical performances. The event included a piece reflecting on the 2023 Dublin Riots as well as performances from spoken word artist Adam Mohammed, the Discovery Gospel Choir, singer-songwriter Sharyn Ward, and St Agnes's Community Choir. The event is a key event of Dublin’s Inclusion and Integration Week 2024 programme.
Prepared by Dublin City Council, the LCDC, and the Economic Development and Enterprise Strategic Policy Committee (SPC), the LECP was informed by research and consultation with stakeholders including Government agencies, the public, elected representatives, community groups, education and training providers and the private sector. The plan is based on research and evidence, and was informed by a formal Consultation, interviews, workshops, surveys and written submissions.
The LECP is a vision for a future-ready Dublin that balances growth with sustainability, inclusivity, and resilience. This new plan provides a comprehensive approach to tackling complex challenges while creating a city where all residents can thrive. Both collaboration and partnership are at the core of the plan’s success, which brings together the united effort and diverse perspectives and expertise from a wide range of participants.
The LECP is made up of two interconnected parts: a 6 year Framework (2024-2029) and a 2 year implementation plan.
The 6 year Framework includes a vision for DCC for 2024-2029, key policies and strategies that influenced the plan’s development, a socio-economic profile of the City, an overview of the consultation process and summary of key findings, and an analysis of the City’s strengths, challenges, opportunities and threats. It further includes 6 high-level goals, 18 corresponding sustainable objectives, and desired outcomes to be achieved by 2029.
The 2 year Implementation Plan includes 53 actions and associated KPIs to achieve goals and sustainable objectives, suggested owners, a high-level detail of the monitoring and evaluation approach, and more. The approach to this Implementation Plan is set to be flexible and is to be revised every 2 years.
LECP high-level goals include:
- Respond to the climate and biodiversity crises supporting targeted initiatives to reduce emissions, encourage renewable energy and restore the City’s biodiversity.
- Develop liveable and vibrant neighbourhoods and places with access to a diverse range of affordable, energy efficient and accessible accommodation types.
- Enhance health and wellbeing, addressing health inequalities, including social, mental and physical, throughout all of the City’s communities.
- Foster and nourish the City’s communities to become more sustainable, thriving, safe, caring, welcoming, and inclusive.
- Strengthen and support Dublin’s thriving economy & enterprises through innovation, life-long learning and sustainable job creation.
- Champion and protect the City’s rich heritage, support cultural spaces and promote Dublin’s global reputation as a centre for arts and cultural excellence.
Speaking in advance of the new LECP document release, the Lord Mayor of Dublin James Geoghegan said “This new Local Economic and Community Plan is an exciting step forward for our City, nurturing economic sustainability and community development. I want to thank all the fantastic people and organisations that achieved this plan through communal effort and consistent dedication, and I know that we all look forward to the positive ways in which Dublin will be impacted by this initiative for years to come.”
The document was launched during Dublin City’s Inclusion and Integration Week, a programme running from Monday 11th – Sunday 17th November when the city hosts multiple events, workshops and talks, each of which will promote equity and encourage attendees to become agents of change in their communities. The week’s events are organised by Dublin City Council’s Housing and Community Services Department working collaboratively with a range of delivery partners.
The event features a variety of cultural and wellbeing events for people from all walks of life. Some of the events taking place throughout the week include practical language workshops, exhibitions, health & wellbeing seminars and live music.
