Part 8 Housing Development approvals Council Meeting 2nd December 2024

Dublin City Council’s Elected Members approved Part 8 for proposed developments of 345 new homes across four sites in Dublin’s Northside.

These projects are being funded through the National Social Housing Public Private Partnership programme. All four sites are DCC sites in the National Social Housing Bundle 4 with the Department of Housing, Local Government & Heritage as the Approving Authority, Dublin City Council as Sponsoring and Lead Authority, and the National Development Finance Agency (NDFA) are acting as the procuring authority, financial and legal advisors.

  • Wellmount Road, Finglas, Dublin 11 - greenfield site, 77 homes

One apartment block ranging in height from 4 to 6-storeys, comprising 77 residential units with the following breakdown:

38 no. 1 bed units

25 no. 2 bed units

14 no. 3 bed units

  • Croke Villas, Dublin 3 – Regeneration project, 52 units

The proposal will provide 2 no. apartment blocks between 4 to 5 storeys, consisting of a total of 52 no. residential units:

5 no. 1 bed apartments

47 no. 2 bed apartments

  • Collins Avenue, Dublin 9  –Infill site, 106 units

The Collins Avenue Bring Centre, a waste collection centre and depot managed by Dublin City Council was located at the site before this facility was relocated to Ballymun.

Three apartment blocks comprising a total of 106 residential units:

49 no. 1 bed

37 no. 2 bed

20 no. 3 bed

  • Church of the Annunciation, Finglas, Dublin 11 – Brownfield site, 110 Older Persons Residential Units

The subject site is the site of the former Church of the Annunciation site on Cardiffsbridge Road in the centre of Finglas. The former Church was demolished in 2021 and as such the site is now a ‘brownfield site’, currently vacant with hoarding around it.

Strategic Development Regeneration Area specifically identifies the former Church as a suitable site for providing Older Person’s Housing. The site has been divided into three sections with the northern third being allocated for a more modest replacement church Ref. 3023/19 and was approved by the Council in 2020. The southern section is for a potential Primary Care Centre.

The construction will provide one apartment block, ranging from 4 to 5 storeys, containing:

106 no. 1-bed

4 no. 2-bed
