Section 48 Development Contributions

When a developer builds new property, for example houses, apartments, offices or warehouses, the council charges a fee per square metre. The money is used to fund public infrastructure like roads, water services, parks, schools and community facilities. 

This scheme is called Section 48 Development Contributions and runs from 2023-2026. Dublin City Council approved a 2.93% increase in March 2025 based on the inflation of construction costs outlined in the Society of Chartered Surveyors Ireland Tender Price Index. These new rates were introduced from 1 April 2025.
