Project Overview
The Kilmainham to Thomas Street Active Travel Project is part of the Dublin City Council (DCC) core active travel network and is funded by the National Transport Authority (NTA). It will provide 2.6km of high quality walking and cycling facilities from Kilmainham Gaol to Thomas Street, extending from the South Circular Road /Kilmainham Lane junction along South Circular Road, Suir Road, Grand Canal View, St James Linear Park, James Walk, Forbes Lane, Marrowbone Lane and Thomas Court to the junction with Thomas Street.
The Project will be delivered in two distinct phases. The first phase is an Interim Scheme from Suir Road to Thomas Street which is currently under construction and is due for completion is in Q1 2024. The second phase is a permanent scheme which will be delivered between 2024 and 2026. This phased approach has the benefit of:
- Earlier implementation of improved safety measures; and
- Flexibility to allow minor alterations to the layout, if necessary, before the permanent features are constructed.

Interim Scheme
The Interim Scheme from Suir Road to Thomas Street will deliver 1.8km of new walking and cycle facilities including:
- A two way segregated cycletrack along James Walk using lane dividers and bollards.
- A one way protected cycletrack along Marrowbone Lane using flexible kerbs and bollards, both sides (from Robert Street South to Summer Street South).
- New road markings, cycle logos and traffic signage across the route.
- Improvements to all pedestrian crossings along the route.
- A shared use lane for car traffic and cyclist traffic on Grand Canal View, Forbes Lane, Marrowbone Lane (Forbes Lane to Robert Street South) and Thomas Court.
A non-statutory public consultation was held for the Suir Road to Thomas Street Interim Scheme from Monday 3rd October 2022 to 2nd December 2022. This aimed to inform the public of the scheme and allow interested parties to give their opinions of the proposal.

Permanent Scheme
A multidisciplinary Design Team has been appointed to develop designs for a permanent high quality walking and cycling route along the full scheme extents including significant upgrade to the Suir Road / Davitt junction and upgrade of James’s Linear Park between South Circular Road and Suir Road in line with the St James’s linear Park Masterplan
The project is currently at the concept development and options selection stage. The next stage of the project will be preliminary design and further consultation.
Project Delivery - A Phased Approach
The Kilmainham to Thomas Street Active Travel Project will be delivered in four sections. These sections are illustrated below and will be delivered as follows:
Interim Scheme
Rialto Bridge, James Walk, Forbes Lane, Marrowbone Lane. Construction Commenced Q3 2023
Permanent Scheme
- Suir Road / Davitt Road / Slievenamon Road Junction
An upgrade to this junction is currently in preliminary design and will be implemented ahead of the other sections of the permanent scheme. Construction to commence Q1 2025 Project Resources and Downloads
- South Circular Road/ Kilmainham Lane junction South Circular Road, Suir Road, Grand Canal View Connection from Marrowbone Lane to Thomas Street and Upgrade of the interim measures already installed. These sections are in concept development and option selection Phase. Public Consultation expected Q4 2024.
- St James Linear Park (South Circular Road to Suir Road) To provide cycling infrastructure through the park and refurbishment of the park. This section is in concept development phase. Public Consultation expected Q4 2024.
